These training materials are designed to highlight
important information regarding test administration
policies and procedures.
Not all information from the test administration
manual is included in this presentation, so it is
imperative that school staff read and familiarize
themselves with all information in the manual
in addition to using these training materials.

Computer-Based Assessment

CBT Only
• The Computer-Based Assessments Certification process
must have been completed and submitted by March 4,
2013.
• Schools are responsible for providing information about the
number and types of computers to be used for computerbased testing and the number of students to be tested on
each day of the administration window.
• Schools must also respond to questions about whether
readiness activities have been completed.

Infrastructure Trial
CBT Only
Infrastructure Trial: Tuesday, April 2nd
• Simulates a computer-based test using mock test items to test the
vendor’s, District’s, and schools’ hardware and network capacity prior to
the operational administration.
• Set up the Trial to use all computers scheduled to be used concurrently
during the Spring 2013 administrations.
• Manage the test sessions in the PearsonAccess Training Center
– Use the tools provided by Pearson to determine network user
capacity and bandwidth requirements
– Takes approximately thirty minutes for users to log in, complete
the exercise and submit the test
• Complete a brief survey at http://www.surveymonkey.com/s/3C2MLX3
by April 3rd to certify that the trial was conducted to identify any
problems that need to be addressed prior test administration.

Students to be Tested
FCAT 2.0 Reading, Mathematics, and Science
• In general, all Florida public school students enrolled in
tested grade levels (Grades 3–10) participate in the
FCAT/FCAT 2.0, per Section 1008.22(3)(c)8, Florida
Statutes (F.S.). Students must take the test(s) appropriate
for the grade level in which they are enrolled.
– Reading Grades 3-10
– Mathematics Grades 3-8*
– Science Grades 5 and 8*
*Except for middle school students in courses requiring
an EOC (Algebra 1, Geometry, Biology 1).

FCAT 2.0 Reading Retake
• For students who entered Grade 9 in the 2009-2010 school
year or after and are pursuing a standard Florida high
school diploma, earning a passing score on the Grade 10
FCAT 2.0 Reading test is a graduation requirement.
• The following students are eligible to participate in this
administration of the FCAT 2.0 Reading Retake:
– Retained Grade 10 or Grades 11-12 regular high school
students who have not yet earned a passing score.
– Students previously eligible for the FCAT Reading who
have not passed must now take and pass FCAT 2.0
Reading.

FCAT Mathematics Retake
• For students who entered Grade 9 in the 2009-2010 school
year or earlier and are pursuing a standard Florida high
school diploma, earning a passing score on the Grade 10
FCAT Mathematics test is a graduation requirement.
• Regular high school and adult students who have not yet
earned a passing score on the Grade 10 FCAT
Mathematics are eligible to participate in this administration
of the FCAT Mathematics Retake.
• Students who entered Grade 9 in the 2010-2011 school
year or after do NOT take an FCAT Mathematics test.

English Language Learners (ELLs)

Special Documents
• Test Administrators must familiarize themselves with the
information in the Special Documents section, including:
– Test configurations and materials needed for testing
– Scripts/instructions for students who test using special
documents
– Student responses
– Providing accommodations
• Ensure that the correct procedures are followed for administering
tests to students using special documents.

Preparing Test Materials
• School personnel must adhere to the following policies as they
prepare test materials:
– The Chain of Custody form must be maintained at all times.
– Shrink-wrapped packages of secure materials may be opened no sooner
than three (3) days prior to the FCAT/FCAT 2.0 Retake; and no sooner
than five (5) days prior to the FCAT/FCAT 2.0 RMS test administration.
 Sealed test books must not be opened.
– Only the school assessment coordinator may open the shrink-wrapped
packages and affix PreID labels.
 Non-certified personnel assisting the school assessment coordinator in
handling secure materials must have approval from the FLDOE.
– Students are not permitted to assist in preparing secure materials
before testing or in organizing and returning materials after testing.
– All secure materials must be returned to locked storage and remain there

until testing.
PreID Labels
• The PreID file is based on student enrollment at your
school as of:
– Wave 1: January 18, 2013
– Wave 2: February 22, 2013
• FIVE elements MUST be correct on a student PreID label:
– Student name
– Florida ID number
– District number
– School number
– Grade level
• On Retake PreID labels ONLY, an incorrect grade level may

• If the student name, Florida ID number, district number, school
number, OR grade level is INCORRECT on a USED answer
document, the student must, under the supervision of the test
administrator, transfer his or her exact responses into a replacement
answer document.
• Ensure the replacement document has the same form code if the
replacement is one of the following:
– Grade 3 Reading Test and Answer Book
– Grade 3 Mathematics Test and Answer Book
– Grade 4 Reading Test and Answer Book
– Grade 4 Mathematics Test and Answer Book
• If any student information is missing from a student label that has
been affixed to a document, add the information by gridding the
appropriate bubbles on the student grid sheet. Incorrect information

Verifying Students
CBT Only
• Print the Session Roster for each test session (Grade 5
Mathematics, Grade 6 Reading, etc.)
– Compare against school generated list to verify eligibility, and
– Verify Student Name and Florida ID number for accuracy
• Place verified students in new test sessions or keep them in the
original session.
• Add new students using the Create New Student wizard and
place them in a test session
• Maintain a list of test sessions to provide to the technology
coordinator to cache test content for all sessions.
– Test sessions can be cached beginning on:
• April 1 for Retakes
• April 8 for Reading (Grades 10 and 7)

Security Numbers
• A security number consists of a nine-digit number followed
by a check digit (located in upper right corner of secure test
books or test and answer books).
• Written documentation of the number ranges must be
maintained at all times during distribution and return of
materials.

security numbers for all secure documents assigned to each school
are provided in PearsonAccess

Electronic Devices
• School personnel must ensure that students do not have
access to their cell phones or other electronic devices at any
time during testing, including breaks (restroom breaks, etc.),
even if they do not use them.
− “Possession” is defined as “within arm’s reach,” even if the
electronic device is not visible.
− Students should not have cell phones in their pockets, clipped to
their belts, at their desks, or anywhere they can be easily
accessed during testing or breaks.
• If a student is found to be in possession of ANY electronic
devices during testing or during a break, his or her test must be
invalidated.
• Students and parents/guardians must be made aware of this

policy prior to testing.
Reporting Testing
Irregularities
• All school staff are professionally responsible for ensuring appropriate
test administration procedures and reporting any irregularities.
• Security Breaches: Test administrators should report any test
irregularities (e.g., disruptive students) and possible security breaches to
the school assessment coordinator immediately.
• Missing Materials: Schools must investigate ANY report of missing
materials immediately.

Caveon Forensic
Analyses
• Caveon will analyze data to identify highly
unusual test results for two primary groups:
– Students with extremely similar test
responses; and
– Schools with improbable levels of similarity,
gains and/or erasures.
• Flagging only the most extreme results

Test Invalidation
• The purpose of invalidation is to identify when the
validity of test results has been compromised.
• Test administrators should discuss possible
invalidations with school assessment coordinators,
and the situation should be investigated
immediately.
• When a student’s test is invalidated for any reason
listed in the “Test Invalidation” section on pages
22-23 of the Spring 2013 RMS Manual, return the
invalidated test with the DNS bubble(s) gridded

with all other TO BE SCORED materials.
Defective Materials
• Test Books
– If a defective book is identified during Session 1 of testing, the
student should be given a replacement book with the same form
code (on the lower left corner of the front cover). If a replacement
book with the same form code is not available, the student may use
a book with any form code, and the replacement code should be
gridded on the student grid sheet.
– If a defective book is identified during Session 2, the student
should be given a replacement book with the same form code. If a
replacement book with the same form code is not available, the
student may use a book with any form code, and erase the form
code bubble on the student grid sheet. Do NOT bubble the
replacement form code on the student grid sheet.

• Answer Documents
– The DNS bubble MUST be gridded in the following circumstances:
o The answer document is defective and used.
o A student name, Florida ID number, district number, school
number, or grade level is incorrect on a PreID label affixed to a
USED answer document.
o A student label has been placed over another label on a USED
answer document.
– If a student discovers an answer document is defective during
testing, the student must be given a replacement and must, under
close supervision, transcribe the exact responses from the defective
document into the replacement when the test session is over.
o The DNS bubble(s) must be gridded on the defective answer
document and it should be returned with all other NOT TO BE

SCORED materials.
Defective Materials (cont.)
• Under the following circumstances, it is NOT necessary to grid the DNS
bubble if the document has been properly packaged for return with all
other NOT TO BE SCORED materials:
– The preidentified answer document belongs to a student who has
withdrawn before testing begins.
– The preidentified answer document belongs to a student who was absent
during the entire testing window.
– The answer document is defective and unused.
– The preidentified information is incorrect and the answer document is
unused.
•
If a secure test document is soiled:
− Transfer the student’s response to a replacement document, if possible.
− Securely destroy the test document at the school with a witness.

incident and include the document type and security number.

You may open shrink-wrapped materials or begin preparing (e.g.,
applying student labels) no sooner than three (3) days prior to
the FCAT/FCAT 2.0 Retake; and no sooner than five (5) days
prior to the FCAT/FCAT 2.0 RMS prior to testing
Save the original boxes for returning special document materials.
Ensure that an adequate supply of working calculators is available
prior to the beginning of test administration.

School Coordinator
Before Testing
• Communicate Testing Policies to
Parents/Guardians and Students
– Electronic Devices Policy—If students are found with ANY electronic
devices during testing OR during breaks, their tests will be invalidated. The
best practice would be for students to leave devices at home or in their
lockers on the day of testing.
– Leaving Campus—If students leave campus before completing the test (for
an appointment, illness, etc.), they WILL NOT be allowed to complete the
test. Ensure that parents/guardians are aware of the test administration
schedule and understand that appointments should not be scheduled on
testing days.
– Testing Rules Acknowledgment—Before beginning a test, students will

Test Security Policies and Procedures
•
Per Florida State Board of Education Rule 6A-10.042, FAC, and Test Security
Statute, s. 1008.24, F.S. (see Appendix B), district and school personnel are
required to maintain test security before, during, and after testing.
•
Please remember that inappropriate actions can result in student or classroom
invalidation and/or loss of teaching certification.
•
All school personnel, including itinerant teachers and proctors, must receive
thorough training in test administration and security policies and procedures,
familiarize themselves with all relevant content of the test administration
manual(s), read the Statute and Rule in Appendix B, and then sign an
FCAT/FCAT 2.0 Test Administration and Security Agreement.

Reminders
• Test administrators must NOT administer the FCAT/FCAT 2.0 to their
family members. Students related to their assigned test administrator
should be reassigned to an alternate test administrator.
• Under NO circumstances may a student’s parent/guardian be
present in that student’s testing room.
• If a student begins a session and leaves campus without finishing
(due to an appointment, illness, etc.), he or she will NOT be allowed
to complete that session.
• FCAT 2.0 Rulers for Session 2 only of Grades 3 and 4 Mathematics
will be provided on perforated sheets with other test materials. Rulers
