Spokes Spring Public Meeting: the Bicycle in the City Centre Cllr Lesley Hinds 26th March 2015 1 Achievements – where we are now: 1. Flourishing Businesses (This is Edinburgh – 95.6% felt more positive about Edinburgh’s city centre than they did in 2014) 2. Increasing cycling and walking to work 3. New Design Guidelines 4. Transport and Active Travel Forums + Active Travel Action Programme 5. Increase in public satisfaction with public transport – decrease in car use to work. 2 Achievements – where we are going: 1. Increase in cycle spend – 5% - 8% - 10% 2. Trial results / George Street 3. Rose St / Hanover St / St Andrews Square / Charlotte Square / St James Quarter / Waverley Station 4. Lothian Buses – fleet renewal/hybrid/electric vehicles 5. Bikes on Tram trial 6. Extension of Tram? 3 The ‘Family- Friendly Network’ in the city centre 4 Roseburn to Leith Walk cycle route Segregated route on Leith Walk to Pilrig St. 5 George Street: • • • • Trial limited budget test ideas research different design & materials George Street will not look exactly like this next year 2014 /15 - trial with a 2 way cycle facility; pedestrian area; recyclable materials; on-street animation; test impacts, 1200 interviews incl 10% cyclists recording what’s worked & what’s not. The street reverts back in Sept ’15 - Report to June Transport and Environment Committee on interim options. 6 The story so far.. • • • • • Jan Gehl: Improve the experience. Council’s approach is changing. Temporary projects / what works. Stakeholders involved, influential. ETRO installed after Stage 2 Road Safety Audit. Feedback to date: Keep cycle facility in long run. More symmetrical & conventional layout preferred i.e. east(North lane) west (South lane). Segregation from traffic welcomed, but also improve pedestrian segregation. Needs to be integrated with the network. 7 Outcomes: 20mph Speed Limit Pilot Average speeds fell 1.9mph to 20.9mph • Fall of 3.3mph to 22.4mph on roads with higher average before speeds • Before and After Market Research Before After Residents support for scheme: 69% 78% 20mph proposals: city centre 9 KEY Blue/grey - 20mph 20mph main rds 30mph main rds 40mph main rds Its been almost a year since Tram launch Good signs.. • 40,000 passengers on first weekend • 500,000 after first month • Now averaging in advance of 90,000 passengers a week • 3 million using tram between June and December (on way to exceeding forecast 4.5m in first year) 11 Smarter Choices Smarter Places Outcomes Settings Improved journey mapping In 20mph streets At Council offices Better information on local walking and cycling routes Enabling more integrated, sustainable journey options Better promotion/PR of sustainable transport 12 Improved engagement in project development Around new walking/cycling infra. At festivals and venues At interchanges Challenges: 1. Deliver segregated but joined up cycling provision in city centre (E/W, N/S, & direct) 2. Princes St buses – city centre bus network 3. Bike Hire Scheme 4. More cyclists – less lycra 5. Deliver the new design guidelines 6. How we use our roads investment (city centre and via Neighbourhood Partnerships) 7.
