2012 Reading & Mathematics Retake Test
Administration Manual.
– One manual is provided for this administration.
Instructions and scripts for administering for computerbased (CBT), paper-based (PBT), and accommodated
forms are included in this manual.

TestHear
• Platform used to deliver accommodated forms (e.g., large print,
zoom, color contrast, screen reader, assistive devices) for
Florida’s high-stakes computer-based statewide assessments.
• Software application installed on each computer that will be used
to test students who require accommodated CBT forms.
• TestHear operates on Windows PC workstations and on
Macintosh workstations that have Mac OS 10.5 or later installed
and are running Windows (e.g., via Boot Camp).
Note: A new version of TestHear that incorporates seal code
functionality for the FCAT 2.0 Reading Retake along with other
minor updates must be downloaded to each workstation that will be
used by students requiring accommodated CBT forms.
– The newest version of TestHear is available at

No Calculators in TestHear
• TestHear does not have a built-in four-function
calculator.
• Students taking an accommodated CBT form of the
FCAT Mathematics Retake MUST be provided with an
approved handheld four-function calculator to use during
the test, as indicated in the administration script.

• Electronic Practice Assessment Tool
• Allows students to practice using the computer-based
platform prior to testing.
• Available for download at www.FLAssessments.com/ePATs.
• Download ePAT launcher separately from test content.
• Accommodated ePATs are also available. Launcher is bundled
with the practice test content for accommodated forms.
• Scripts and instructions for downloading ePATs are under the
Resources tab.

Glossary of Terms
Proctor Caching
• Process of loading or “caching” test content locally on a computer at
the school level.
• Does not require a separate caching server and can run on any
workstation on the network that meets minimum requirements.
• Proctor Caching software is provided by Pearson.
• Reduces test delays due to network congestion.
• Provides students with a more seamless testing experience.
• Required for all FCAT/FCAT 2.0/EOC computer-based testing in
Florida.
• Instructions for proctor caching are provided in the Fall 2012 Reading
and Mathematics Retake Technology Coordinator Guide.

What’s New for Fall 2012
FCAT Reading Retake
• The FCAT Reading Retake was administered for the last
time in Spring 2012.
• Students who entered grade 9 in Fall 2009 and earlier
and who have not yet obtained a passing score on
Grade 10 FCAT Reading will now take the FCAT 2.0
Reading Retake.
– Students who entered grade 9 in 2009–10 and earlier must
earn an FCAT 2.0 Reading scale score of 241, which is
the FCAT equivalent passing score of 300 converted to the
new scale.

been removed and combined into a separate document
called the Fall 2012 Reading and Mathematics Retake

FCAT 2.0 Reading Retake
Two half-day sessions over two days**
FCAT Mathematics Retake Untimed—up to one school day
*Paper-based accommodations must be completed within the first 5 days of the
testing window.
**Each FCAT 2.0 Reading Retake session may last no longer than half the length of a
typical school day.
Extended testing window for paper-based accommodations for VisuallyImpaired and Hospital-Homebound Students is October 8-16, 2012.

Prohibited Activities
• Possession of any electronic device that reproduces,
transmits, calculates, or records IS cause for invalidation.
− “Possession” is defined as “within arm’s reach,” even
if the electronic device is not visible.
− Students should not have cell phones in their
pockets, clipped to their belts, at their desks, or
anywhere they can be easily accessed during a break
or testing.
• Test administrators and proctors should also turn-off
their electronic devices during testing.

Student Honor Statement
• Prior to testing, students are required to read and
acknowledge a Student Honor Statement that reads: “I
understand that giving or receiving unauthorized help
during the test is cheating and if I give or receive such
help during this test, it will result in the invalidation of my
test results.”
• Students taking a computer-based test must read the
statement and check a box beside the statement, “I
agree” at the beginning of the test. In paper-based tests,
a signature line appears below the Student Honor
Statement.

Caveon Data Forensics
• The FLDOE has contracted with Caveon Test
Security to provide its Caveon Data Forensics™
for all statewide assessments.
• Caveon will analyze data to identify highly unusual
test results for two primary groups:
– Students with extremely similar test responses;
and
– Schools with improbable levels of similarity,
gains and/or erasures.
• Flagging only the most extreme results

Establish an Appropriate Setting
• Maintain comfortable seating, good lighting, adequate ventilation, and
sufficient workspace in testing rooms.
• Students must not be able to easily view other students’ computer
screens or test materials.
• Post the sign that reads TESTING—Please Do Not Disturb and display
starting and stopping times as soon as testing begins.
• Remove or cover all visual aids in the room.
• Open each student workstation in the testing room to the student login
screen, but do not log in for students.
• Display the student comment form URL, or create shortcuts on student
workstations.

• Ensure that you have a way to contact the technology coordinator or the

• Use the Fall 2012 Reading & Mathematics Retake Test Administration
Manual to read the test administration scripts to students.
• When testing students with accommodations, you may need to modify
the scripts. Review the scripts BEFORE testing begins to determine the
necessary modifications. Do not interpret this as permission to
paraphrase test items.
• Scripts and instructions for the administration of accommodated
computer-based test forms (large print, color contrast, zoom, screen
reader, assistive devices) are provided in Appendix A.
• Appendix D on page 201 is the CBT Test Administrator Quick
Reference Guide.
– Lists possible error messages students may encounter, explanations for

Student Authorization Tickets
• The School Assessment Coordinator sections of the manual provide
instructions for scheduling students into test sessions and printing
Student Authorization Tickets.
• For each test, each student needs a Login ID and a test code
(password), which are printed on the Student Authorization Tickets.
• Students will need a pen or pencil during testing to sign their tickets.
• Students taking the FCAT 2.0 Reading tests will log in using the same
Student Authorization Tickets for both sessions.
• Give each student a ticket only AFTER all students have entered the
testing room, as instructed in the script.
• All tickets must be collected BEFORE students leave the testing room.
• Student Authorization Tickets must be handled in a secure manner
and returned to the school assessment coordinator immediately
after each day of testing is completed.

Seal Code
• A seal code is a unique four-digit number used to allow students
to access Session 2 of the computer-based FCAT 2.0 Reading
test after they have completed Session 1.
• TestNav and TestHear require a seal code to proceed to Session
2 on Day 2.
• Seal codes will be provided in PearsonAccess, and all students
in a test session will use the same seal code.
• Seal codes should not be given to students until Day 2 when
the Session 2 administration script is read to students.
• Students are not able to return to Session 1 once they have
logged in to Session 2. Students will log in using the same
Student Authorization Tickets for both test sessions.

• A test group code is a unique four-digit number used to
identify a group of students testing together.
• Each group of tested students in a testing room should
receive a unique test group code.
• School assessment coordinators will create their own
unique four-digit codes and distribute test group codes to all
test administrators.
• Students will enter the test group code before beginning the
test, as indicated in the scripts.

Reading Passage Booklets
• Provided to eligible students taking computer-based
Reading tests who have this accommodation identified in
their IEPs or Section 504 plans.
– Contains reading passages but do not contain test items.
– Students will respond to test items on the computer.
• Sessions 1 and 2 of the Reading Passage Booklets are
sealed separately. Students should break the appropriate
seal at the beginning of each session, according to the
instructions in the administration script.
• Reading Passage Booklets are secure materials and
must be stored in a secure location before and after
testing.

• Once a student has participated in a practice test, he or she may

TestHear
• TestHear does NOT have a built-in four-function calculator.
• Students taking an accommodated CBT form of the FCAT

Test Administrator During Testing
• Read the appropriate administration scripts VERBATIM to
students. Please read the important information and adhere to
the instructions between the SAY boxes.
• Keep accurate time for each test session and display times for
students.
• While you may encourage students to continue working, you
may not talk with them about test items or help them with their
answers.
• If students finish the test before the allotted time for the session
has elapsed, you may encourage them to go back and check
their work.
• It is not appropriate to use cell or classroom phones, grade
papers, or work on the computer during testing.
• Maintain test security at all times and report violations or
concerns to your school assessment coordinator immediately. 50

Ensure the following:
• Students have cleared the area around their workstations of
all materials except for Student Authorization Tickets, pens or
pencils, and the following materials, as applicable: work
folders, worksheets, calculators, Reading Passage Booklets,
and reference sheets.
• Students agree to the Student Honor Statement and enter
the correct test group code.
• Students do not have books, notes, extra scratch paper, or
electronic devices (except for approved calculators) of any
kind during testing, even if they do not use them.
• Students do not talk or make any disturbance.
• Students are working independently.

Test Administrator After Testing
Complete the following tasks after testing:
• Verify that all required administration information has been
collected.
• Collect all accommodations actually used by each student in your
required administration information.
• Notify the test chairperson immediately if any secure materials
(Student Authorization Tickets, Session Rosters, Reading
Passage Booklets, work folders, or reference sheets) are
missing.
• Verify that your seating chart and Security Log have been
completed correctly.
For paper-based accommodations:
• Organize your materials as outlined on pages 55-56 in the
manual.

Receive Materials and Maintain Security
• Box contents are listed on pages 57-58 of the manual.
• Inventory the contents of your boxes within 24 hours of receipt
and report missing materials immediately to 305-995-7520.
• Keep materials secure at all times.
• No more than three individuals may have access to the locked
storage area.
• Do not open shrink-wrapped materials or begin preparing
(applying student labels) until three (3) days prior to testing.
• Save the original boxes for returning special document
materials.
• If you need additional materials, please contact the Test

Communicate Testing Policies to Parents and
Students
 Electronic Devices Policy—If students are found with
ANY electronic devices, including, but not limited to, cell
phones and smartphones, during testing OR during breaks,
their tests will be invalidated.
 Leaving Campus—If students leave campus before
completing the test (for lunch, an appointment, or illness,
etc.), they WILL NOT be allowed to complete the test.
 Student Honor Statement—Prior to testing, students will
be asked to acknowledge a Student Honor Statement that
reads, “I understand that giving or receiving unauthorized
help during the test is cheating and if I give or receive such
help during this test, it will result in the invalidation of my

test results.”

Infrastructure Trial: September 24 – October 3
• Simulates a computer-based test using mock test items to test
the vendor’s, District’s, and schools’ hardware and network
capacity prior to the operational administration.
• Set up the Trial to use all computers scheduled to be used
concurrently during the Fall 2012 FCAT/FCAT 2.0 Retake
administration.
• Manage the test sessions in the PearsonAccess Training
Center
– Use the tools provided by Pearson to determine network user
capacity and bandwidth requirements
– Takes approximately thirty minutes for users to log in, complete
the exercise and submit the test
• Schools must complete a brief survey by October 3rd to certify
that the trial was conducted to identify any problems that need to
be addressed prior test administration.

Creating and/or Updating School User
Accounts
• School user accounts are necessary to complete the CBT test activities.
• Create or reset your password for each Pearson site (operational and
training center).
• Create school user accounts for test administrators in Pearson site
(operational).
• Two different school user accounts may be set up:
− Individual accounts for each test administrator
 Test administrator will set up unique password.
− Generic accounts linked to the school assessment coordinator
 The password will be the same for all test administrators.
 These accounts can be randomly assigned.
• Test administrators may monitor and resume students with a school 58
user account.

Train Test Administrators and Proctors
• Train all test administrators and proctors, including nonschool-based instructors (e.g., itinerant teachers) and several
employees to act as possible alternates.
• Train test administrators in the use of braille materials, as
applicable.
• Ensure that test administrators are aware of and have made
provisions for the exact accommodations needed for ESE
and/or ELL students.
• Review the Test Administrators’ Responsibilities Maintaining
Test Security Before, During, and After the FCAT/FCAT 2.0
(Attachment D) in your training packet.
• Test Administrators must be certified educators.

Before Testing
Provide instructions for test administrators to handle
these circumstances.
• A student has not participated in a practice test session.
• A student has trouble logging in the first time.
• A student cannot see the shading on the Test Group Code
screen.
• A test administrator does not have a Student Authorization
Ticket for a student.
• A Student Name or Florida ID is not correct (e.g., misspelled)
on the Student Authorization Ticket.
• A test administrator is concerned that a student is unable
(e.g., too ill) to finish the test.
• A student Exits the test to finish later and logs out of the test
session.

Arrange Practice Test Sessions
• Before a student can participate in this computer-based
administration, the student must complete the correct ePAT to
learn how to use the computer-based system.
• If a student has previously participated in an ePAT for the
subject test he or she will take, the student is NOT required to
participate in an ePAT for this administration.
• Students who require accommodated CBT forms (e.g., large print,
color contrast, zoom, screen reader, assistive devices) must
complete a practice test for the specific accommodated form or
form combination that they will use during testing.
• To access instructions for downloading and installing the ePAT
Launcher and practice test content, including accommodated
forms, go to www.FLAssessments.com/ePATs.
– The technology coordinator will need to download and 62

PreID File and Test Sessions
• PreID file is based on student information as of August 31
 Schools may add new students using the Create New Student
wizard after September 7, 2012.
• All students testing on the computer that were captured in
the PreID file will be in a class called FL CLASS.
• Test sessions were automatically created via the PreID
upload. Test sessions are:
– RR2-Reading
– MRT-Mathematics
Note: An error with cohort year was discovered in the PreID file after the
file was uploaded. Affected schools were delivered a list of students that
should NOT take the Mathematics Retake test.

• Print the Session Roster for each test session (RR2Reading and MRT-Mathematics)
– Compare against school generated list to verify eligibility, and
– Verify Student Name and Student Florida ID for accuracy
• Place verified students in new test sessions.
• Maintain a list of test sessions to provide to the technology
coordinator to cache test content for all sessions.
– Test sessions can be cached a week prior (October 1st) to the
test administration window.
• Instructions on how to create a test session and verify
student information are on pages 64-65 of the Fall 2012
manual.

• Ensure the test sessions have been started in PearsonAccess.
• Provide test administrators with additional materials, as
necessary.
• Monitor each testing room to ensure that test administration and
test security policies and procedures are followed, seating charts
and Security Logs are being properly completed, and required
administration information is being collected.
• Be available during testing to answer questions from test
administrators and to resolve any technical issues.
• Technical issues that are not immediately resolved must
be reported to Student Assessment and/or Region ITS
staff for support and guidance.
• In PearsonAccess, monitor session status and resume students’
tests, if necessary.

Test Invalidation
• A test MUST be invalidated if any of the following circumstances
occurs:
 A student has an electronic device during testing
 A student is cheating during testing
 A student is given unauthorized help during testing
• A test MAY be invalidated if one of the following circumstances
occurs:
 A student becomes ill and is unable to finish
 A student is not allowed the correct amount of time
 A error occurs in the administration of an accommodation
 A student works in the incorrect session
 An error occurs in test administration or procedures

• Remember that the purpose of invalidation is to identify when the
validity of test results has been compromised.
• When a student’s test is invalidated for any reason, record the
invalidation in PearsonAccess according to the instructions on
pages 93-94 of the Fall 2012 Retake Manual. For paper-based
accommodations, return the invalidated test with the DNS
bubble(s) gridded with all other TO BE SCORED materials
(PBT).

Return Test Materials to Your District Assessment Coordinator
1. Verify that all distributed secure materials have been returned. Notify your district
assessment coordinator immediately if any secure materials are missing.
2. Check for and remove any stray reference sheets from the test and answer books.
3. Make copies of the records of required administration information.
4. Make copies of all Security Logs and seating charts and file the copies.
5. If a test has been invalidated, verify that the DNS bubble has been gridded and that
the document is placed with TO BE SCORED materials.
 Verify that the DNS bubble has been gridded on a defective document and that the
document is placed with NOT TO BE SCORED materials.
 Verify that no DNS bubble has been gridded by mistake. If it has, verify that the
DNS bubble has been erased and the UNDO bubble has been gridded and place
the document with TO BE SCORED materials.
6. Use the cover sheets to separate test materials for return.
Mispackaged materials or materials returned past the established pickup
dates will delay reporting of student results.
