Key Messages .....
 “Today schooling needs to be much more about ways of
thinking, involving creativity, critical thinking, problemsolving and decision-making.”
 ‘Pakeman found the challenges for improving outcomes
for disadvantaged pupils are varied and there is no “one
size fits all”. So they took a multi-strand approach
together with rigorous tracking and assessment
procedures so any gaps in pupils’ learning are quickly
identified and addressed ‘.

Pupil Premium: the gap in 2013
 The gap gets wider as pupils get older:
– 19% gap (60%: 79%) in level 4 at 11
– 27% gap (38%: 65%) in 5A-CsEM at 16
 Big variations between schools and between LAs
– Level 4 gap: Newham 4%; Warrington 14%; Cheshire East 19%;
Cheshire West 24%
– GCSE gap: London under 20%; Warrington 30%; Cheshire West 33%;
Cheshire East 38%
– Attainment of PP pupils
• Level 4: Camden 79%; Warrington 69%; Cheshire East 64%; Cheshire
West 59%
• GCSE: Tower Hamlets 63%; Warrington 41%; Cheshire West 37%;
Cheshire East 31%
 Cheshire East is 140th out of 150 LAs for PP learners at KS4
The Priority had to be at Key Stage 4 and working across all our
Secondary Schools
So what has happened in our
Secondary Schools since February ?
 Regular and structured visits to ALL Secondaries by
Kevin Harrison based upon specific areas of need.
 Establishment of PP Network meetings – SMT leads and
Governors. Next meeting 9th June.
 Establishment of Data Managers Meetings – focus on
tracking PP learners.
 Establishment of PP reviews – 2 day review using
external NLEs as identified by National College.
 A range of Pilot projects – Maths Catch Up, PIXL,
 Collection of predicted data for current Year 10 and 11.
 CAMHS Pilot project – dedicated CAMHS staff working in
targeted schools – primary and secondary.

OK, but what about Primaries ?
All the PP resources ( and money) has not gone on the
Secondary Sector.
The commissioned service through the Aspirer
Teaching School is significant and represents a real
opportunity for all primary schools to benefit from the
planned programmes of support – CEEP is CHEAP !
Interventions / programmes specifically for the primary
sector will be available.

1. Do we know where our achievement gaps are in our
school ?
2. Do we ALL know who are PP learners are and know how
the school is monitoring their progress ?
3. Have we accessed the evidence of what works to
accelerate disadvantaged pupils progress ?
4. How are we planning and targeting activities for PP
learners ?
5. How will we know our activities are having an impact ?
( what evidence are we gathering for Ofsted ?)

Building Belief: a culture in which staff believe that ALL children can succeed – no excuses
for underperformance and no “artificial ceilings”. They used Carol Dweck’s research on
Mindsets to support children in developing ‘growth mindsets’ towards their learning.
Data and Identification of pupils: all staff have been involved in analysing data and
identifying pupils underachieving at any level, these children have then been targeted – not
just lower attainers.
Improving Day to Day Teaching: the Sutton Trust research shows that poor teaching has a
disproportionately large impact on disadvantaged children, so Pakeman established a
Team Leader Model (which places non-class based team leaders across each phase) to
address any within-school variances and to increase the percentage of outstanding
teaching. The impact of team leaders is carefully monitored.
Increasing learning time: maximising children’s learning time by improving attendance and
punctuality, providing earlier intervention (KS1 and EYFS) and extending learning out of
school hours.
Improving the effectiveness of interventions: using the Sutton Trust Teaching and Learning
Toolkit for guidance on the cost and effectiveness of a range of interventions focusing on
improving the quality of interventions. In addition to this, carefully monitoring the impact of
existing interventions through half termly observations and assessment data.
Increasing parental engagement: researching best practice in parental engagement,
working towards achieving the Leading Parent Partnership Award and setting up targeted
termly individual meetings for parents of underachieving children. As part of this work,
extensive support was put in place to support parents in building knowledge and skills and
to help reduce life stresses for parents.
