SYSTEM OF PROTECTION AGAINST NATURAL
AND OTHER DISASTERS
The system is intended to protect people,
animals, cultural heritage and the
environment from natural and other disasters.
It is independent, unified system on a local
and national level based on common goals,
humanitarian principles and non-military in
nature.

MANAGEMENT OF THE SYSTEM
INTERNATIONAL ASSISTANCE
International assistance can be requested in a form:
• Rescue units and services, experts,
• Protection and rescue equipment and means,
• In kind assistance (food, water, clothes, medicine
and other means, which can be distributed to the
affected population)
• Use of the airports, transportation infrastructure
and other means to support providing international
assistance

• Establishment: Council Decision of 23 October
2001, 2007 (recast)
• General role: The Mechanism can be called upon to
facilitate and support civil protection
assistance in the event of a major
disaster inside or outside the EU
• Scope: Any major natural or man-made
disaster, including CBRN or other
terrorist attacks

ELEMENTS
• CIVIL PROTECTION DATABASE: Identifying civil
protection capacities available for assistance interventions
(experts and teams)
• MONITORING AND INFORMATION CENTRE (MIC):
Mobilizes and dispatches expert teams at short notice, provides
technical assistance, serves as an information centre
• COMMUNICATION AND INFORMATION SYSTEM (CECIS):
Ensuring efficient and secure communication
• TRAINING, EXERCISES AND EXCHANGES:
Improving coordination, compatibility and inter-operability
