History of ICS Organization
 Incident Command
System was first
adopted in in early
1970’s in So. Cal to
fight large Wild fires.
 It was needed due
to large complexity
of fires that involved
multiple agencies &
many resources.

Incident Command System Worked!
 Resulted in system called Fire Scope but later
was adopted by California and called
Standardized Incident Management. (SIMS)
 Fire, Law Enforcement, EMS and First
Responders liked the system due to the clear
lines of authority, responsibilities and
accountability.
 In 1980 Federal Government adopted the
system and called it (NIMS) National Incident
Management System; now used by FEMA as
their standard.

 NIMS has great
flexibility and can be
used for emergencies
and routine events.
 All Public Safety
agencies have adopted
and train in it’s use for
joint operations and
daily activities.

Today ICS is the Model for All
ICS is used now for:
 Planned local events parades, concerts,
sporting events,
celebrations,
demonstrations.
 Unplanned events searches, accidents
fires, and large police
actions.

ICS – INCIDENT COMMANDER
 Sets objectives and priorities, has




overall responsibility at the incident or
event.
Establishes the command post.
Assigns personnel as needed.
Initially may be responsible in
spontaneous incident for Operations,
Plans, Logistics and Administration
duties. As event grows the IC will
delegate these.
Ensures coordination of staff actions
and activities.

 Operations:
 Conducts
tactical operations to carry out the plan.
 Develops the tactical operations strategy.
 Develops the organization response structure.
 Directs all resources deployed.
 “Where the rubber meets the road!”

 Planning is responsible for:
 Developing
the action plan to accomplish
the objectives defined for the event.
 Collects and evaluates information.
 Maintains resource status on all equipment
and personnel during event.
 Maintains incident documentation.

incident
