What is it?
The Incident Command
System (ICS) is
a standardized approach to managing
an incident
Enables various jurisdictions, agencies,
and/or programs to respond together
in a coordinated fashion
Establishes a common organizational
structure
Establishes a common process for
planning, resource management and
communications
History
Developed in
70’s after a series of fires in
California where many died and property damage
was in the millions
Those studying response determined that
response problems weren’t as a result of lack of
resources or tactics, but in the management of
these resources and tactics
Homeland Security Presidential Directive 5
identified steps for improved coordination
in response to incidents. Required NRF &
