Freeholders and Justices
In 1713 and 1714 the county board of justices and
freeholders were organized.
February 13, 1798 the New Jersey Legislature formed
the Boards of Chosen Freeholders in the more formal
centralized structure we know in New Jersey today “a
body politic and corporate in law.”

• In April 1723 at a Quarterly Session of the County Court
the County was divided into three precincts coinciding with
religious lines:
Upper Precinct – Quaker
Middle Precinct – Baptist
Lower Precinct – Presbyterian
