Outcome and Resolutions:
1. To complete Project # 1 planned for 2008. To complete 1 O&M best practice workshops under
this project group by May 2008.
2. Countries that have agreed to participate in Plant Performance Benchmarking and Database
under project 2 were requested to upload their generation and environmental database to
HAPUA website using the template provided by EGAT, Thailand. Others were encouraged to
join in the effort.
3. Spares Management under Project Group 3 distributed draft MOUs on spares sharing and
pooling to other member countries inviting them to support and expand the group initiatives.

8TH HWG1 Working Committee Meeting
After Workshop on 16th July 2008 in Kuala Lumpur

Outcome and Resolutions:
1. HAPUA Council at their recent meeting at Cebu, Philippines requested HWG1 to come up
with tangible projects that have definite timelines and deliverables.
2. Once we have completed the Best Practice Workshops, we have to proceed with the
staff attachment training programme. If we do not implement the attachment training,
then we can consider HWG1 Knowledge Sharing Workshops a failure.
3. The HWG1 Knowledge Sharing Workshop on the Best Practices in Maintenance
Management System would be conducted in November 2008.
4. On the 2nd Day of this Workshop, we would decide on the existing projects and on new
proposed projects that we need to work together with set deliverables. Meanwhile we will
distribute survey forms on new projects before the Workshop as below:
• Problems that currently faced by power stations that cannot be solved.
• Problems anticipated to happen in the next 10 years
• Potential projects proposed which will support ASEAN Power Grid Operation

Outcome and Resolutions:
HAPUA Project Group No.1- Generation O & M
The Project has been COMPLETED after the 3 Knowledge Sharing Workshops have been
conducted. However, the main task now is to come up with the attachment training programs
and schedules at the preferred power stations.
HAPUA Project Group No.2- Plant Performance Benchmarking & Generation Database
The Project has been COMPLETED as the linkage on Environmental Regulations of member
countries has been established on the HAPUA Website. Another linkage on the Generation
Database has also been established.
HAPUA Project Group No.3- Service Group
The project will CONTINUE as the bilateral MOUs on Spare Management between TNB,
Malaysia and EGAT, Thailand and between TNB, Malaysia and Indonesia Power have not been
signed. Follow-up actions is required. Updating information on Repair Facilities and their
capabilities will continue.

GENERATION O&M

• To share knowledge and experience on O&M Best Practices

The 1st Knowledge Sharing Workshop on Best Practices in Coal-fired Power Plants was
conducted in Jakarta, Indonesia from 22-23rd April 2008.
The 2nd Knowledge Sharing Workshop on Best Practices in Open Cycle Gas Turbine,
Combined Cycle, Non-Coal Fired Thermal and Internal Combustion Diesel Power Plants was
conducted in Kuala Lumpur, Malaysia from 15-16th July 2008.
The 3rd Knowledge Sharing Workshop on Best Practices in Maintenance Management
System was conducted in Bangkok, Thailand from 11-12th Nov 2008.
DECISION
1. The HWG1 Working Committee has agreed that this project is COMPLETED as all the
Knowledge Sharing Workshops have been conducted.
2. However the Secretariat of HWG1 is to proceed in gathering the requests for the staff
attachment training programs at preferred power stations from all HWG1 Coordinators. The
request for attachment will be forwarded to HAPUA WG8 for their action on the terms and
conditions; and training arrangement.

PERFORMANCE BENCHMARKING & DATABASE

To adopt a common benchmarking standard e.g. NERC
To compile and share generation database

Progress and Decision
1.
The Project Group has provided the data template to all HAPUA member countries. A link on
Environmental Regulation was set up in the HAPUA Website. Information on Environmental
Law and Regulations of a few HAPUA member countries have been posted. However many
Committee members complaint that their data was not uploaded by the HAPUA Webmaster.
2. The project Group has provided the data template to all HAPUA member countries. Another
link on Generation Database has been set up in the HAPUA Web site. Generation Database of
Thailand has been uploaded on to the HAPUA Web Site. However many Committee members
complaint that data given by their countries was not uploaded by HAPUA Webmaster.
3. The template for Benchmarking based on NERC has been provided to all HAPUA member
countries.
DECISION
1. The HWG1 Working Committee has agreed that this project is COMPLETED as the templates
for the generation, environmental database and benchmarking have been sent to all HAPUA
member countries and also to HAPUA Web Master.

SERVICE GROUP
Scope Of Works
• To identify common strategic spares that can be shared among
member countries.
• Sharing Information on Repair Facilities and Service Providers
capabilities.
Progress and Decision
1. Project was initially agreed by 5 countries
2. MOUs on Spare Management between TNB, Malaysia and EGAT, Thailand and
between TNB, Malaysia Indonesia Power are being prepared for signing on
approval.
3. Database on repair facilities and service providers’ capabilities was sent to
HAPUA Secretary in Charge for uploading into HAPUA Web site but was not done
yet
DECISION
1. HWG1 Working Committee has decided to CONTINUE working on the bilateral
MOUs on spares pooling between EGAT and TNB; and between TNB and
Indonesia Power.
2. The sub project on Repair Facilities and Service Providers capabilities will
continue by the updating of information.

1. Methodology and regulations for Generators to optimize Generation sector
support to ASEAN Power Grid
2. Support to ASEAN Power Grid through:

Fuel Security

Development of power resources
• Improved Efficiency of power stations
3. Exploring and sharing the knowledge of Nuclear Power Station Development
and Technology
4. Spare Parts Pool is to be continued bilaterally under Project 3- Service Group
which also includes the followings:
• Collecting information from each member countries on common strategic
spares that can be shared among member countries.
• Collecting information on all inventories owned by member countries
• Equipment description, suppliers and purchase cost
5. Sharing Information on Repairs facilities and service providers’ capabilities
which include know-how and knowledge on equipment repair. The project will
continue by updating information from time to time.

Spare Management
• EGAT to come up with a standard format and
compile all data on GT for all GT models.
• EGAT and TNB has already submitted the list of
all gas turbine models.
• To proceed with the setting up of Data Warehouse
& Information Network.
• The sub-working committee has identified Frame
9E strategic spares that can be shared among
ASEAN Countries.
• To firm up with the mechanism of sharing the
spares
The final draft on the terms and
conditions for the MOUs between EGAT
and TNB; and between Indonesia Power
and TNB are awaiting approval from
respective country’s top management
prior to signing. Other members were
given copies of the draft to get their
management approval for similar
arrangement. A meeting involving the
commercial and legal personnel from the
respective parties is being suggested to
expedite the signing of the MOUs.
Deliverable – To finalize and agree on the Terms and Conditions of the bilateral MOUs
on Spare Pooling between TNB and EGAT and between TNB and Indonesia Power
which are to be signed by the top management of the respective parties.

Sharing Information on Repairs facilities and
service providers’ capabilities
• To provide members with options available
in the region to attend to their maintenance
needs and to develop the service industry
of HAPUA member countries

has been listed up and database has
been sent to Web Master. To continue
updating the information.
Deliverables - To continuously update the directory of repair facilities and
service providers in HAPUA member countries and their capabilities for
information to all ASEAN power companies and utilities.

ISSUES
•
Many information with regards to HWG1 projects i.e. soft copies of
generation database, environmental laws and regulations, list of
repair facilities and service providers and papers presented in our
Workshops have been sent to HAPUA Webmaster for uploading into
the Web site but are still uncompleted.
•
Getting access into the HWG1 at HAPUA Web site is also a problem
as it takes a long time. It is discouraging to users who wish to surf
WG1 website in order to look for available information. There is a
need to overcome this problem.

CONCLUSION
HAPUA Project Group No.1- Generation O & M
The Project has been COMPLETED after the 3 Knowledge Sharing Workshops
have been conducted. However, the main task now is to come up with the
attachment training programs and schedules at power utilities which have
succeeded in improving the O & M processes or techniques or adopted the best
practices in their power plants and are willing to share them with others. Liaising
with WG8 is to be conducted after finalizing the attachment request.
HAPUA Project Group No.2- Plant Performance Benchmarking & Generation
Database
The Project has been COMPLETED as the linkage on Environmental Regulations
of member countries has been established on the HAPUA Website. Another
linkage on the Generation Database has also been established.
HAPUA Project Group No.3- Service Group
The project will CONTINUE as the bilateral MOUs on Spare Pooling Management
between TNB, Malaysia and EGAT, Thailand and between TNB, Malaysia and
Indonesia Power have not been signed. Follow-up actions is required. Updating
information on Repair Facilities and their capabilities will continue.

The Secretary of HWG1 has sent the report on Completed Projects dated 24th
December 2008 to HAPUA Secretariat through Hapua Country Coordinator for
Malaysia as requested during the 9th Meeting of HAPUA Working Committee
on 1-2nd Dec 2008, Singapore .
