MANDATE
Our mandate is to achieve maximum and sustainable
local development impact through leveraging Eskom’s
procurement spend in a manner that allows flexibility within
the business in order to accommodate government’s local
development initiatives and policies

OUR CONTRIBUTION
Utilise Eskom’s procurement spend to:
• Increase the skills base of South Africans
• Develop South African based suppliers (focusing primarily on
BBBEE compliant suppliers, especially Black Owned)
• Foster the establishment of new competitive industries in the energy
sector
• Promote creation of jobs by suppliers as a direct result of Eskom
business

SET ASIDE
• Set aside 100% for black owned entities based in Polokwane
 Black owned refers to >50% ownership by:
• Black People Living with a Disability
• Black Youth
• Black Women
• Black Male
• Bidder’s lease agreement, municipality utility bill or any other document
that will irrefutably prove that the bidder is based in Polokwane will be
required. Eskom reserves the right to visit the premises.

SD&L EVALUATION CRITERIA
• SD&L accounts for 30% as follows:
 B-BBEE 10%
 SD&L Compliance 20%
Minimum 60% score should be achieved on SD&L compliance
matrix to qualify bidder for further evaluation

SKILLS DEVELOPMENT
Skills development candidates should be those who hold a
Bachelor of Urban and Regional Planning (BURP) from the
University of Venda (UNIVEN) and based in Limpopo
Province.

•submit an implementation plan (to be provided
