INDERVELLY, JAINOOR, SIRPUR-U, UTNOOR MANDALS
AND
SERP, HYDERABAD.
Profile of Adilabad District
 Northern most and 5th largest district in AP.
 Area
--- 16,128 Sq KMS.
 Population --- 24,79,347 (2001 Census).
 Density
--- 153 persons per Sq Km.
 17% belong to ST community.
 Gonds constitute 52% of STs, Lambadas 22%,
Kolams-8%.
 74% population depend on single crop agriculture.
Objectives of the Project
 Work in four core tribal mandals for setting up 280 preprimary schools, one in every village within 3 years.
 To assist every pre-primary school grow into full
fledged primary school in 6 years.
 To provide quality education and achieve high learning
outcomes on par with best standards.
 To establish strong community governance systems
for managing these schools.
 To influence Govt. Policy on strength of proof of
concept.
 To prepare Village Education Plan and help all tribal
children pursue higher education.
Centre for Development and Research
(C.D.R)
 A not for profit organisation registered in 1983 in
Adilabad.
 25 years of association with the Project area.
 Helped form the earliest women Self Help Groups in
A.P in 1983 in 41 villages in Jainoor mandal
 Helped the community in 41 villages prepare Village
Development Plans and implement them in 1992.
 Introduced Soya Bean crop in Adilabad district in 1992.
 Introduced the concept of 100% rain fed plantations
 Introduced jutropha bio- fuel plantations in 1992.
 Introduced the Appreciative Enquiry system in ITDA
schools for improving the learning outcomes.

Our Village Our School
 Enrollment of 3 and 4 year old children.
 Parents Committee is managing the school.
 Joyful, activity based teaching methods adopted.
 Parents paying the salary of the teacher through
their savings and borrowings from SHGs.
 114 schools (3/2009) functioning with 2341
children in 101 villages in 4 mandals.
Project Implementation.
 In Sirpur (U), Jainoor, Utnur and Indervelly mandals of
Adilabad district.
 Project shall be implemented by CDR in partnership with
women Mandal Samakyas and SERP.
 Project period is six years ------2008 to 2014.
 200 pre-primary schools in the first two years and 80 more
in the third year.
 Each school shall add a class every year up to 5th class.
 25 children on average in every class.
 One teacher for every class.
 Mid-day meal for all pupils from Govt.
 Uniforms for all pupils from Mandal Samakyas.
Community Governance
 Community is central to the MNMS strategy
 The community should pass the five resolutions –
Pancha Theermanalu – before the MNMS is
established

Resolve to establish MNMS in the village
Finalise list of eligible children for admission
Identify suitable teacher and resolve to pay Teacher’s salary
Show accommodation for running MNMS
Form the Parents’ Committee
 Parents pay the teacher’s salary. Teacher is
accountable to the Parents’ Committee(PC)
 Parents of at least two pupils spend an hour every
day by rotation in the MNMS.
Contd…
 ‘Badi Panduga’ (Public Report Day) on the last
Saturday of every month. The learnings achieved by
the pupils are shared with the parents
 Monthly assessment reports of the teacher and the
Cluster Co-ordinator are submitted to the PC and the
Mandal Mahila Samakhya(MMS)
 The members of the PC & MMS are assisted to
understand the contents of the reports.
 The parents and MMS members participate in the
Cluster and Mandal Teacher Support Meets.
 The members of the Vidya Committee of the MMS
visit every MNMS every month.
 Members of the PC & MNMS visit, on request, the
villages as MNMS resource persons before setting up
new schools.
Activity based Joyful learning
Teacher
 Intermediate passed or fail. If not available, 10th pass.
 Thoroughly trained in joyful, activity based teaching
methods.
 Foundation course training for 16 days.
 Two days training in lesson plans every month.
 Prepares monthly index of joyful learning of each
pupil.
 Conducts ‘Badi Panduga’ ( Public Report Day) every
month with pupils, parents and communty.
Cluster Coordinator
 One CC for every 11 schools.
 Is a graduate.
 Trained in joyful, activity based teaching methods and
in monitoring and evaluation.
 Provides support and guidance to the teacher.
 Monitors learning outcomes in every school.
 Visits every school once every week.
 Coordinates with the community.
 Submits school-wise Public Report to the MMS.
Mandal Coordinator
 One for each Mandal.
 Is a post-graduate.
 Works in close liaison with the Cluster Coordinators,
TRC and Mandal Samakya.
 Responsible for implementation of the Project.
 Conducts monthly Teachers’ Support Meet.
 Submits monthly Public Report to the MMS
Syllabus and Examinations
 Specially designed activity based syllabus.
 Monthly teaching plan.
 Emphasis on daily diet of fun, joy and learning.
 All pupils shall be assessed for their competencies
every six months.
 Exam papers shall be designed by the Training and
Resource Centre (TRC) of CDR.
 Necessary follow up action shall be taken by the
teachers, pupil wise, for improving the learning
outcomes.
Training and Resource Centre (TRC)
 A TRC shall be established in Utnur for Training, Monitoring,
Examinations and Research.
 Designs and conducts training courses in joyful teaching with
special regard to the tribal context.
 Designs monitoring and evaluation systems, their content,
process and methodology.
 Evaluates monitoring reports received from the schools
 Designs and conducts examinations.
 Conducts research for adopting the best practices.
 Documents processes and outcomes of the Project.
 Produces periodic progress reports and place them in public
domain.

Project Monitoring Unit (PMU)
 PMU functions under the Director, CDR.
 Presidents of 4 partner Mandal Samakyas and the
CEO of SERP are members.
 PO, ITDA, Utnur is a permanent invitee.
 PMU meets quarterly to review the progress.
 The first meeting was held in August 2008.
 PMU ensures timely release of funds and reviews the
expenditure.
 PMU publishes half-yearly Public Report on the out
comes and places it in public domain.
