AusAID’s work with CSOs
• AusAID currently engages directly with over 300 CSOs, both as aid
donors (e.g. Australian non-government organisations) and as
beneficiaries
• In 2011-12 AusAID provided $566 million in funding to NGOs
•

Half to Australian NGOs
Half to international and local (developing country) NGOs
• $98 million was delivered directly through the AusAID NGO
Cooperation Program (ANCP)
• Current four year $3.3 million partnership with ACFID due to be
renewed in March 2013
Civil Society Engagement Framework
• AusAID launched the AusAID Civil Society Engagement Framework
(CSEF) on 20 June 2012. The Framework commits to an agencywide approach to engaging with Australian, international and local
civil society organisations (CSOs).
• The aim of the Framework is to improve the impact on poverty
reduction on the ground through working in a structured framework
with civil society organisations.
• The CSEF Implementation Steering Committee comprising of AusAID
and ACFID provides oversight and guidance on implementation.
CSEF Implementation Overview
• The Civil Society Engagement Framework (CSEF) specifies an
implementation or application date of 1 July 2013 or 2012-13 for key
actions and approaches.
• Following an assessment of the progress of CSEF implementation
and consultation with Sector at the end of 2012, the timeframe for the
implementation of key actions from the CSEF has been extended by
six months until 31 December 2013.
• The extension to the timeframe of the implementation will allow
AusAID to more closely consult with ACFID and NGO members on
key projects, and to align the implementation with related agencywide reforms that will come into effect on 1 July 2013 (for example,
AusAID’s Due Diligence Framework).

working group (completed)
• Establishment of the Civil Society Portal, a web portal for NGOs
(completed)
• Mid 2013
• Agreed strategy to increase engagement with ACFID
• Development of CSO Due Diligence Standards – including
consultation
• Development of CSO Effectiveness Assessment Methodology –
including consultation
• Completion and start to roll out of the CSO Guidance and Training
– including consultation
CSEF Implementation - Revised Dates
• Late 2013
• Business for Millennium Development (B4MD) roundtable to
involve CSO perspective in AusAID’s Business Engagement
Agenda convened – rounding off the series of business
engagement fora that commenced with the Business Consultative
Forum in August 2012
• Application of the improved accreditation process, including
making accreditation (and therefore ANCP) more accessible to
small and niche community organisations
• Development of the agency wide CSO monitoring and evaluation
framework
• Development and application of the Value for Money guidance –
including consultation
