INDICATORS
A measure which helps quantify the
achievement of an outcome: for example
•
•
•
•
•
Obesity Rates
NEET Rates
VAT Registrations
Burglary rate
Air Quality Index
(Being Healthy)
(Achieving Full Potential)
(Prosperous Economy)
(Safe & Feel Safe)
(Clean Environment)
How would we recognise these outcomes in
measurable terms if we tripped over them?
Definitions
PERFORMANCE MEASURES
A measure to evaluate how well a programme,
agency or service system is working.
Three questions:
• How much did we do? (quantity)
• How well did we do it? (quality)
• Is anyone better off as a result? (quantity and
quality of effect or customer/client outcomes)
Performance measures tell us how well service providers
are working as opposed to the impact on whole populations
(i.e. outcomes)

data needs?
Key Partners – who we work with , who

Part 2
What Works? What would it take to Turn the
Curve?
 Three best ideas including:

 One Off the Wall idea
Data Development
Agenda (1)
Are there any
further data
needs?
Key Partners
Who’s involved?
Who’s missing?
Best Ideas –
What Works
We could…
Think SHARP EDGES!

Specific

Leverage

Values

Reach
Idea 1
Idea 2
No Cost/Low Cost
Idea
Off the Wall Idea
Sharp Edges
8. And finally... Prioritise ideas against these
criteria...
 SPECIFIC
Is it specific enough?
 LEVERAGE
How much difference will it make?
 VALUES
Is it consistent with our Service values?
 REACH
Is it feasible and affordable?
PART 3
Example of Action Plan (RJ) – how we
are going to undertake the work
Example of Performance Report Card

Action plan and
budget
