Kosareva IUE President • • • MAJOR PROJECTS ― 2010 • • • Completing works on the draft Socio-Economic Development Strategy of the city of Perm up to 2030 and on the General Plan of the city of Perm Designing economic mechanisms for enhancing energy efficiency in the housing and public sectors Developing proposals on comprehensive streamlining the state control and oversight, municipal control, provision of public and municipal services to citizens and organizations engaged in construction Methodological substantiation of possible ways of providing housing to borrowers defaulting on mortgages Designing recommendations for prevention of homelessness and technologies of work with the homeless for various stakeholders Constructing typology of regions reflecting the condition of regional housing markets and housing affordability DISCUSSING VITAL ISSUES OF PUBLIC DEVELOPMENT AND SOCIO-ECONOMIC POLICY ON IUE “PLATFORM” • Holding Saburov Readings - Organizing Local Governance in the Russian Federation: Outputs of Reforms” and “Ways for Promoting Civil Society in Modern Russia” (2010); NEW AVENUES OF ACTIVITY - 2011 • Methodological support for the development of Schedules of Implementation of Master Plans (participation in designing the Schedule of Implementation of the General Plan of the city of Perm) • Expert evaluation of administrative barriers in the construction sector (cooperation with the NRU-HSE in investigating administrative barriers in 30 Russian cities within the World Bank “Doing Business” program) • Making use of modern information and communication technologies to encourage public participation in addressing municipal socioeconomic development issues • Implementation of city branding projects • Development of a municipal asset management model • Review of the efficiency of various forms of tenure and management of real estate units NEW TRACKS OF INSTITUTIONAL DEVELOPMENT • Enhancement of interconnection between social policy related research and local community development issues – Changes in the executive structure of IUE: creation of Social Policy and Public Communications Sector within “Municipal Economic Development” Department • Strengthening IUE cooperation with NRU-HSE in HR training area - Another five HSE graduates were employed by IUE • Development of a system for professional and career growth of IUE staff-members – Setting up a Youth Council of the Fund “The Institute for Urban Economics”
