Dow Gulf Coast Pipeline Contractor Badging Process GCPL Contractor Badging Process • Dow GCPL has implemented a policy that requires contractors working in GCPL facilities to display a current Dow-issued contractor identification badge except while performing tasks covered in attachment A. • A contractor identification badge has been developed to issue to contractors working in GCPL facilities. This badge is for identification and validation purposes and only for use in GCPL facilities. This badge will not authorize entry into any other Dow facility or site that has an existing Dow badging process. GCPL Contractor Badging Process (cont.) • Issuing Locations – Dow GCPL contractor identification badges may be issued by Emergency Services and Security (ES&S) at: • • • • • • Seadrift, Texas Texas City, Texas Freeport, Texas Plaquemine, Louisiana La Porte, Texas, Taft, Louisiana • Issuing Authority – Dow ES&S is the issuing authority for any Dow identification badge including GCPL contractor badges. – ES&S may refuse to issue an identification badge to any individual based on company and site policies. – All GCPL contractor identification badges remain the property of the Dow Chemical Company. GCPL Contractor Badging Process (cont.) • Other Dow Contractor Identification Badges – Any contractor working on GCPL facilities within the boundaries of a major Dow site must obtain a contractor badge for that site. It is not necessary to have a GCPL contractor badge for work done within the boundaries of a major Dow site. – Any contractor working on GCPL facilities outside another Dow site must obtain a GCPL contractor badge. GCPL Contractor Badging Process (cont.) • Prerequisites – Purchasing must approve contractor companies before they are allowed to work for Dow (this includes EH&S qualifications). – ES&S will verify that the appropriate approvals and agreements are in place prior to issuing any GCPL identification badges. – Each GCPL contractor employee must present valid identification, proof of safety orientation (Basic + and GCPL site-specific) from an approved safety council, and an approved hire-in slip/referral card to the ES&S badging representative – see GCPL Hire-In Slip Referral Card.doc GCPL Contractor Badging Process (cont.) GCPL Contractor Badge: GCPL Contractor Badging Process (cont.) • The GCPL identification badge remains the property of The Dow Chemical Company. The contractor company is responsible for retrieving the badge upon job completion or termination and returning it to the issuing Dow location. • Any violation of Dow policy may by a contractor employee may result in removal from Dow property. Any GCPL contractor employee that is removed from Dow property for a policy violation should be immediately reported to all the sites which issue GCPL identification badges.Any variance from the badging process must be approved by the GCPL Production Leader and the ES&S Expertise Center. GCPL Contractor Badging Process (cont.) • Tasks that are allowable exceptions to obtaining a contractor badge prior to performing work on GCPL sites. – Delivery of any type: mail, UPS, FedEx, water, nitrogen cylinders, or material for projects. – Third party meter readers employed by local municipalities: gas, water, electricity. – Garbage collection – Frac Tank service – Air boat operators GCPL Contractor Badging Process (cont.) • Tasks that are allowable exceptions to the contractor badge process prior to performing work on a GCPL site but meet the requirements for ‘Visitors’. If person is to perform any hands on work, they must: 1. preview and sign the GCPL Guest in the House Program, 2. be issued a Safe Work Permit, and 3. complete a pre-job hazard identification analysis, i.e. STAC. 4. A Dow GCPL representative does not have to remain on site with them. – Any type of building maintenance; a/c, heat, plumbing, roof, janitorial service, or sewer/septic service. – Divers – F.I surveys – Land surveys • GCPL Contractor Badging Process (cont.) Tasks that are allowable exceptions to the contractor badge process prior to performing work on a GCPL site provided that these four conditions apply 1) Contractor previews and signs acceptance to the GCPL Guest in the House Program, 2) A Safe Work Permit is issued, 3) Contractor completes a pre-job hazard identification analysis, e.g. STAC, and 4) A Dow GCPL representative remains with them for the duration of the task. – Nitrogen bulk delivery (transport vehicle and/or pump truck) – Tower climbing. – Third party meter calibrations / prover. – Consultation by a company or manufacturer for on site valve, pump, compressor, or orifice meter repair – Vacuum truck service GCPL Facility Badge Process (For work done OUTSIDE a major Dow site. A Dow representative wants to utilize the services of a contractor company on a GCPL Facility outside of the boundaries of a major Dow site. GCPL Contractor Badging Process (cont.) Is the company approved to work on the respective GCPL facility? Major Dow sites include Texas City, Texas Operations, Seadrift, LaPorte, Plaquemine, etc. NO A Dow representative must contact the Dow-GCPL purchasing representative to qualify the company before a GCPL badge can be issued. YES Does contract employee have a safety council badge card? NO YES Contract employee needs to go to the Freeport, Seadrift, Houston, Texas City, or Baton Rouge area Safety Council for GCPL Site Specific and Dow Basic Plus Training Contract employee will take appropriate training course(s) at one of the approved Safety Councils. Basic Process Flow Diagram NO Did contract employee pass training courses? YES Safety Council issue an approved Associated Reciprocal Safety Council (ASRC) Card. Contract employee will go to Emergency Services & Security(ES&S) at a Dow Site to request a GCPL contractor badge. Contract employee must take receive a hire slip from their employer and take it to ES&S before receiving a badge.. Approved companies will be be noted as having a DOT/Operator Qualification program or N/A for programs. ES&S will verify whether the company is approved to work for GCPL by looking up the respective company in the contractor Gate Access Database under the Seadrift site. ES&S will issue a pictured identification badge. Note: If contract employee will be involved in: Ariel Lifts, asbestos confined space entries, red tags, fire watch, or fork lifts, additional training will be required.
