Zuzack 2010-11 Appropriations Governor Rendell delivered his appropriations announcement on February 9 and recommended level funding for all PHEAA programs for 2010-11. Funding is not final until passed by the General Assembly. This should occur by June 30. We cannot finalize awards or disburse funds until the budget is passed. 16 2010-11 Appropriations The appropriation recommendations are as follows: – – – – – – 17 State Grant: $403 million Matching Funds: $13.9 million IAG: $30.2 million NETS: $3.7 million Cheyney Keystone Academy: $1.7 million Bond-Hill: $.740 million State Grant 2010-11 • All Costs on the Web should be completed by April 16. • Award letters expected to be generated the first week of May. Adjustments may be necessary once budget passes. • Summer 2010 Online application process now available – Email reminders can be sent to your students 18 State Grant 2011-12 FAFSA Simplification • USDE is proposing a drastic reduction in the number of income elements collected on the FAFSA to those items verifiable from IRS data. – This would eliminate all untaxed income questions. – Income earned from work eliminated 19 State Grant 2011-12 FAFSA Simplification • The asset definitions would not change but would be a “yes/no” question to ascertain if the assets exceed $250,000. – If answered “yes” student would only be eligible for unsubsidized loan. – A “no” response would generate an EFC that would establish Pell eligibility, CBA eligibility, loan subsidizes, etc. 20 State Grant 2011-12 FAFSA Simplification • These changes will create a significant difference in the students who receive need based aid. • How will/should state and schools respond? 21 New Economy Technology Scholarships (NETS) Funds in the program were insufficient to meet the need all of the applicants for 2009-10. Statute requires that renewal applicants be awarded before first-time applicants. Firsttime applicants were awarded in order of date received. First-time applicants were awarded if complete by June 30, 2009. 22 New Economy Technology Scholarships (NETS) First-time applicants who did not receive an award were notified that they needed to reapply for 2010-11. Summer 2010 awards will be available to students. 23 Chafee It is expected that eligible students will exceed federal resources for 2010-11. Examining how this will be addressed with the PA Department of Public Assistance: renewals first, reduce maximum award, differential awards for part-time versus full-time? 24 EAP Beginning with the fall of 2010, PHEAA will be disbursing funds on behalf of the PA National Guard to schools. The EAP 2010-11 application will cover Summer 2010, Academic Year 2010-11 and Summer 2011. 25 What’s Next?
