• Over $9.0 billion for Pennsylvania State Grant
• Over 6 million State Grant individual awards to
students
• Created nation’s first unsubsidized federal
student loan in 1984
• In 2009 became one of four TIVAS as Federal
Loan Servicing (FLS)

2013-14 State Grant Program
• Maximum award increased to $4,363.
• Minimum award is $500 for all institutional types
and locations.
• New distance education definitions and
monitoring by term are required beginning with
the 2013-14 award year.
• Term-by-term credit reporting required for all
students.
2013-14 State Grant Program
• Effective with the 2013-14 academic year,
schools must report all credits for which the
student was registered at the time that the State
Grant award was posted as a valid credit to the
student’s account.
• Credits must be differentiated between online
and classroom and a value must be provided for
each field even if it is a zero. THIS APPLIES TO
ALL STATE GRANT RECIPIENTS.
2013-14 State Grant Program
Distance Education Pilot Program
• The Governor signed House Bill 1141 (Act 59)
authorizing the implementation of the 5-year DE
Pilot Program for which PHEAA approved an
allocation of $10 million from the agency’s
business earnings to fund the Program for
2013-14.
• Enhanced student and institutional reporting
required of all participating schools.
• 55 participating schools for 2013-14

Gift Aid Policy
• The PHEAA Gift Aid Policy eliminated beginning
with 2013-14 award year
• Schools no longer required to perform separate
gift aid test for State Grant but must abide by
Title IV over-cost/over-need regulations if
applicable. Treat like Federal Pell Grant.
• You may counsel a student to cancel the State
Grant award to save eligibility for a future term.
Must be in writing from the student.

SG Participation Agreements
• New State Grant Participation Agreements will
be sent to all SG participating institutions
• Forms must be signed and returned to PHEAA
• 2015-16 cut-off date for awards if agreement not
returned

• New federal definition of parent excludes terms
“mother” and “father.” 2014-15 State Grant
Form (SGF) being revised for the “living
situation” and “employment status” questions to
accommodate this change.
• For State Grant purposes, no re-evaluation of
eligibility for refilling three previous years of
federal tax returns.
• The FAFSA is the State Grant application

• Changes in the “Education Savings and Asset
Protection Allowance” may result in increased
EFCs.

2014-15 Federal Pell Grant
• The announced maximum award for the 201415 Federal Pell Grant is $4,785, a $140 increase
over the 2013-14 award.
2014 High School Seniors
FAFSA Completion Project
• New federal program to provide information to
high schools on students who have completed a
FAFSA.
• Optional for state grant agencies
• Limited information can be shared with schools
• 2015-16 is earliest award year for meaningful
participation
PA-Targeted Industry Program
• 2013-14 is second year for PA-TIP
• Funded with $5.0 million of PHEAA resources
• Part-time students permitted at non-profit and
public institutions for 2013-14.
• Schools can still apply for 2013-14 participation
until December 31, 2013.
• In 2012-13 there were 60 participating schools
and 1,281 students received a PA-TIP award
• Average award = $3,465
Work Study Programs
• FWSP-ON and FWSP-CS
 Level funding and limited carry forward limits program
expansion
• State Work Study Program (SWSP)
 Schools and employers interested in participating in
SWSP for the summer of 2014 must apply by June
30, 2014.
IAG
• There are 88 institutions participating in the
Institutional Grant Program
• The per capita for 2012-13 is $544
• The estimated per capita for 2013-14 is $526
Pennsylvania Internship Program Grants
• Provides funds to students who participate in
internships through The Washington Center for
Internships and Academic Seminars
• Check their webpage for additional information

Special Programs
• 2013-14 is last year for GEAR-UP awards
• Expect the 2013-14 is the last year for NETS
awards – only 30 anticipated recipients for this
year.
• EAP annual maximum award for 2013-14 is
$6,622 ($3,311 per semester).
• PATH funds from partners must be disbursed to
the school
• Act 101 has 35 participating institutions for
2013-14
