Title: Potential Drought Monitoring over Agriculture Area
in Java Island, Indonesia
 Prototyping Executor: LAPAN
 Technical Supporter: University of Tokyo & AIT-GIC
 Period: January 2010-December 2011
 Objective:
1.To enhance the understanding on climate changerelated drought in Indonesia
2.To develop the methods/techniques of drought
monitoring over the agriculture areas in Java island
accessible for users and public
Result
Result of Indonesia case
– Completed validating and found the relation ship between
agricultural drought index with climatic drought index, and
developed the drought index for the whole of Indonesia to
provide end of users in local.
Outcome
– The drought index containing the SAFE result will be used
in the other drought project funded by ADB, to
disseminate to the GMS area.
– Bridged to the new SAFE prototype, which is aiming to
assessment affect of drought for rice production.
OUTLINE of the SAFE
The concept of SAFE is defined along the APRSAF
concept, because the SAFE is a initiative under the
EOWG in the APRSAF.
1. Aiming to enhance the capability of
Satellite technology in the Asia
Pacific region.
2. Established under the EOWG in the
APRSAF held in 2008
APRSAF Structure
 Established in 1993 in response to the declaration adopted by the AsiaPacific International Space Year Conference (APIC) in 1992.
 Holding meeting annually, jointly organized by the Ministry of Education,
Culture, Sports, Science and Technology(MEXT), JAXA and local organizer.
 APRSAF is open and flexible regional cooperation framework, and
voluntary and cooperative activities to solve regional issues
 APRSAF is the most big conference for space agencies in AP region, current
participants is totally over 400 participants.
 EOWG in APRSAF has 3 initiatives including SAFE and SA, and also it is the
most grand in 4 WGs of the APRSAF now.
SAFE VALUE
• What you can get by participation in the SAFE initiative
1. Satellite data for developing something new
in the SAFE prototyping.
2. High-end technology and knowledge based
on the science to improve operational
activities by using satellite technology.
3. Capacity building to utilize the SAFE result
for sustainable use.
Authorization process of Prototype
Response to the CFP (Call for
proposal), proposals will be
submitted.
Proponents is requested to attend
SAFE workshop and present own
proposal for evaluation by review
board at the workshop
After the recommendation by
review board, launching the new
prototype will be approved by all
participants
Before starting activities, executor
should hold the kick-off meeting
with attendance of all stake holders.
Formation
• The prototyping activity is mainly
conducted by executer, who is
applicant of the proposal.
• Ideal that executer is the same of
user agencies to use the SAFE
result. However we are currently
noticed difficulty to complete
operation to use the SAFE result by
only one organization. It is
meaning importance to hold the
kickoff meeting and stake holder
meeting to involve user agency.
• SAFE secretariat provides Technical
supporter and Data & Application
- The image of implementing team.
Creator, who are specialists of each
- Consist of 3 categories
function and support of activities.
Stake Holders
Key point of SAFE TOR
SAFE is promoted under the Term of Reference.
For prototype executer, there are 4 key-points.
1.Every SAFE activities is limited for two years period.
2.Participate and report on-going status at SAFE workshop
and APRSAF/EOWG, two times a year.
3.Put into practice in operational use.
4.Hold stake holder meeting before completion to
promote own result and realize sustainable use.
Demanded factor of SAFE prototype
1. Relevance
-Consistency with needs of end users or issues of Asia-Pacific region.
-Relevance to application of space technology.
2. Effectiveness
-Attainability of the purpose of the prototyping.
-Cooperative structure of the prototype executer and end users.
3. Efficiency
-Validity of the prototyping plan to the 2 years period.
4. Impact
-Social and technological impact to the overall goal.
-Possibility of spreading of the results to other countries & regions.
-Contribution to the progress of space technology application.
5. Sustainability
-Prospect of the practical use of the results after completion.

Current SAFE Workshop
 The 5th SAFE WS was held in Nagoya Japan, in conjunction
with EOWG mid year meeting.
 50 participants from over 10 countries were attending.

Objectives of JAXA’s RS Capacity
Building Activities for Asia-Pacific Nations
1. To provide necessary technical know-how to RS & GIS users in
the Asia-Pacific region as a contribution by the Government of
Japan through the capacity building activities recognized by
GEOSS, CEOS, etc;
2. To develop in-house capacities of prospective users in the region
by working on project-based training programs;
3. To use the Japanese archived satellite data for sustainable
development, planning and monitoring purposes in the region;
4. To identify future space technology needs in the region for better
services of the forthcoming Japanese satellite programs.

Conclusion
• The Capacity building on the JAXA satellite
technology starts from the Mini-project.
• Individual concrete problem is tackled in the
SA or SAFE.
• The future work that it is sustained and is
autonomous is realized while utilizing the
scheme of the third party (third parties).
