In the green supply chain, SMEs also lacks sufficient experience and knowledge required to provide large enterprises with lower carbon emissions information. 11 資料來源: BIS ECONOMICS PAPER NO. 1 (2009) Business’s Policy Directions in Transition In the process of transition to a low carbon or green economy, in order to pursue long-term profitability, enterprises will face higher costs and need to increase investment in the short term, . The cost impacts are also different among industries. For example, energy, transportation and construction that are high energy-consuming industries, are bound to face a relatively large impact. According to Carbon Fund, if companies actively and correctly develop production activities towards low-carbon, the company can enhance the value of 80% Data source: BIS ECONOMICS PAPER NO. 1 (2009) Integration of Government Departments Materials & Technology Production Industrial Development Bureau, MOEA Department of Industrial Technology, MOEA Standards Bureau of Energy, MOEA Bureau of Standards, Metrology & Inspection, MOEA Marketing Procurement Bureau of Foreign Trade, MOEA Use & Recycling Environmental Protection Administration Small & Medium Enterprise Administration, MOEA 13 Green Trade Project Office Ministry of Economic Affairs (MOEA) Advisory committee of green trade promotion Ministry of Economic Affairs Bureau of Foreign Trade Green Trade Project Office Action Center Policy Research Business Consultation Training & Education Marketing & Promotion Office Add.:No. 75, Chungxing St. Taipei, Taipei 106, Chung-Hua Institution for Economic Research Office TEL:+886-2-2735-6057 http://www.greeentrade.org.tw 14 Opening Ceremony of the Office Date: March 23, 2011 Venue: S.C. The environment is public goods; the government is deeply involved As providing green products and services is part of enterprise’s social responsibility, the procurement policies of international enterprises change gradually. Green trade redefines the national competitiveness and changes the rules of trading. Providing green products and services is not solely the responsibility of enterprises, but also relies on the infrastructure of the entire society. 19 Barriers to Break Through International Agreements National Regulations Procurement of Enterprises International Level National Level Levels for Green Trade Industry’s Level Green Products 20 Visions of Green Trade Promotion Capacity Building Promotion & Marketing • To build up industry’s capacity of green technology • To establish green supply chains • To assist green product certification in consistence with international standards • To build up green trade expertise • To build up a new green image • To sort out Taiwan’s green products • To participate in global green exhibitions and conferences • To hold international conferences and summits 21 Strategies & Approaches 2011~2013 Business Consultation Consulting Services •To provide individual counsel services to enterprises Personnel Training Product Promotion Expertise Building •To provide conferences and training courses New Green Image Building •International exhibition and marketing •Green Quality Award Carbon Footprint Disclosure •Exhibition Services •Freight Services International Standards Fulfillment APEC •To invite international organizations, trading partners, International enterprises to hold seminars.
