A083r1: adds reference to new text in 11.14 about change
of IMSI via data-download/ SIM toolkit application

A084: addition of flag in SIM Service Table to notify ME
that SIM supports AT commands
Release 99: One new feature
A085: alignment with ISO/IEC to allow SIM to contain
more than 255 records in a data-field (e.g., 500 ADNs)

As part of SMG9´s mandate for ETSI generic IC card
standards the following two WIs were approved:
Generic logical and physical interface specification
common platform for all ETSI IC cards (GSM, TETRA, UMTS, ...)
new applications can be built on this core to achieve interoperability
this will be based on 3GPP 31.101
Specification of administrative commands and functions
common set for the administrative phase of IC cards
currently these features are manufacturer dependent
