What economic role do we want it to play in the region? How much of a balance do we want between jobs and labour supply? How can we avoid the economy ‘overheating’? How can we get the right infrastructure to accompany development Protecting Wycombe District’s special environment and countryside setting Adopted Local Plan TC Inset Key Study Work • Economy Study • Urban Capacity Study (housing potential) • Open Space and Recreation • Retail and Town Centre Uses • High Wycombe Town Masterplan …building on much other study work too Factors to take into account Now… Jobs and workers are broadly in balance High %age (63%) of working residents both live and work in District Limited funding for new infrastructure But… Trends are to a declining/ ageing population/ increasing ethnic proportion of population A decline in local labour supply Growth in households Growth in jobs predicted Housing needs are not being met SE Plan Housing Options to 2026 for Wycombe part of Western Corridor/Blackwater Valley PROS Low •No Greenfield •Could drive regeneration/ brownfield focus High •Prospect of better balance – jobs & housing needs •Economy less constrained •Less town cramming? CONS •Significant incommuting growth •Housing needs not met •Constraint on economy •More town cramming pressure? •Significant greenfield release/Green Belt •Transport concerns Big Decisions: Economy Balancing Jobs + Workers – points to very careful approach on jobs (unless major housing growth) Providing quality business space: - Regenerate existing sites? - Business Park? - implications: More in-commuting – need more housing? Must be ‘green’/ minimise traffic Sports Centre? Mixed use? Employment land release - will plan for some - but need to retain mixed supply Timetable 15 Apr 05 South East Plan consultation ends May 05 Draft ‘Residential Intensification SPD’ consultation Summer 05 Local Transport Plan agreed Autumn 05 WDF ‘Preferred Option’ consultation Community Plan – Version 2 launched Dec 2005 ‘Residential Intensification SPD’ ADOPTED South East Plan agreed? 2006 Examination into WDF 2007 WDF ADOPTED MILESTONES Consultation 2005 SOUTH EAST PLAN LOCAL TRANSPORT PLAN WDF CORE STRATEGY WDF ALLOCATIONS 2006 Examination 2007 Adoption 2008 Other 2009 MILESTONES Consultation 2005 Surburban Intensification Statement of Community Involvement Developer Contributions DC Policies 2006 2007 Examination Adoption 2008 Other 2009 What Happens Next? 11th April Cabinet Report back on Imagine the Future Part 2 (full reports on web by end March) Revised/updated options for Core Strategy + Initial Sustainability Appraisal Agree response to SE Plan “Low key” consultation early May – early June on Core Strategy options What Happens Next? 5th Sept Cabinet Draft WDF Core Strategy Full options for site allocations – including draft new employment land policies + thinking on key employment sites (interim employment policy) - approach on key change areas: Cressex Gateway area Town Masterplan/ University Project Draft Statement of Community Involvement Part 3 – end Sept to start Nov
