Fiscal Health
Compact development offers efficiencies in
delivering services…
– Police and fire departments have less area to cover.
– Fewer miles of road to
cover for trash pickup,
school buses, etc.

Fiscal Health
A large portion of municipal budgets go to
infrastructure and services.
– providing fire and police services, trash removal,
paratransit, school buses, etc.
– building and maintaining roads, bridges, sewer and
water lines, etc.
In addition to infrastructure, there are costs of
operations and maintenance.

Fiscal Health
When it comes to infrastructure costs…
– Compact development is the best deal.
– Low-density suburban development rarely pays for
itself.
– It makes sense to reuse existing infrastructure.

Changing Market
They follow lifestyle,
not jobs. Millennials
choose where to live
before finding a job.
Of all college-educated
25- to 34-year-olds –
64% looked for a job
after they chose the
city where they wanted
to live.

“Americans Prefer to Live in Mixed-Use,
Walkable Communities”
• 78% say neighborhood is more important than
the size of the house
• 57% would forego a home with a larger yard if
it meant a shorter commute to work

Changing Market
Millennials are driving less
– From 2001 to 2009, the average annual number of
vehicle-miles traveled by people ages 16-34
dropped 23%.
Baby Boomers are turning in their keys
– Using local buses and trains more

High tech startups taking an urban turn…
“ high tech development, startup
activity, and venture investment have
recently begun to shift to urban centers
and also to close-in, mixed-use,
transit-oriented walkable suburbs.”

There is a price/value premium for
walkable places
Neighborhoods that boast greater walkability
tend to have higher resale values in both
residential and commercial properties… In fact,
a 2009 report by CEOs for Cities found that just
a one-point increase in a city’s walk score
could potentially increase homes’ values by
$700 to $3,000.

P21
There is a price/value premium for
walkable places
Most revealing as an indicator of the current state of the real estate
market is that the walkable community was preferred by recent movers
(those who moved in the past three years) by 20 points (58% to 38%);
and for those who plan to move in the next three years, the walkable
neighborhood was preferred by an 18 point margin (57% to 39%).
Policy makers today — planning commissioners and elected officials as
well — should consider these trends when they prepare community
plans and update their zoning ordinances.

There is a price/value premium for
walkable places
Greater walkability:
 1% to 9% increase in
commercial property
value depending on type;
also higher incomes and
lower capitalization rates

ADDT’L COMMITTEE COMMENTS
STREET CONNECTIVITY IN THE NON-CDA (Connectivity; VMT)
• MUTRM Project (CDA and Non-CDA) is required to
meet intent – interconnected network
• Proposed by Committee that Non-CDA streets meet
current LDC standards
• Non-CDA areas required to meet LDC standards,
walkability encouraged
• Gated communities ARE permitted in the Non-CDA,
off of primary roadway network

P39
ADDT’L COMMITTEE COMMENTS
DEVELOPABLE AREA (Grid Network; Density)
• Applicants are permitted to deduct wetlands,
preservation areas, and 25% for roadways to
calculate CDA acres
• Committee proposed that parks, stormwater
mitigation, floodplain mitigation, and road rightsof-way also be deducted
• Natural/standard v. Project-specific/variable

ADDT’L COMMITTEE COMMENTS
MINIMUM OFFICE (Mixed-Use)
• Previous drafts did not address minimum
• Added minimum consistent with URBEMIS
1:1 Jobs to Housing and 133 SF per project unit
• If office and local-serving commercial, only 22 SF
each per CDA unit
