• Studies and plans only if preparing concrete projects
• Create coherence and links with objectives 1 and 2

Programme should address:
• Lisbon and Gothenburg objectives
• ESDP, Territorial Cohesion policy
• NWE Spatial Vision/ Framework for action
Important Dates:
• Amsterdam 28 June 2006: EU stakeholders conference
on territorial cohesion and the Lisbon strategy
• Leipzig May 2007: EU Ministers conference on
territorial cohesion & urban development

Programming process started early. Timetable:
• Since January: regular preparation meetings of
the Member States
• July: 1st draft Operational Programme to
European Commission
• August/September: Public consultation process,
including Environmental Report
• November: final draft Operational Programme to
European Commission

• Participate in public consultation and regional
discussion in August and September
• Draft programme draft is expected to be online
on the NWE website www.nweurope.org
