• Proctor Caching is a process of loading or “caching” test content
locally on a computer at the school level.
 Does not require a separate caching server and can run on any
workstation on the network that meets minimum requirements.
 Proctor Caching software is provided by Pearson.
 Reduces test delays due to network congestion.
 Provides students with a more seamless testing experience.
 Required for all FCAT/FCAT 2.0/EOC computer-based testing
in Florida.

 Platform for Florida’s high-stakes computer-based statewide
assessments.
 Software application installed either on a file server or on each
computer that will be used for testing.

• TestHear
 Platform used to deliver accommodated forms (e.g., large print, zoom,
color contrast, screen reader, assistive devices) for Florida’s highstakes computer-based statewide assessments.
 Software application installed on each computer that will be used to
test students who require computer-based accommodations.
 TestHear will operate on Windows PC workstations and on Macintosh
workstations that have Mac OS 10.5 or later installed and are running
Windows (e.g., via Boot Camp). TestHear will not work on Mac OS X
10.4 or on Macs that cannot also run Windows.

• ePAT
 Electronic Practice Assessment Tool
 Provides students an opportunity to practice using the computerbased platform prior to testing.
 An ePAT is required for every test a student will take this
year.
 Please keep a record of students taking each ePAT.

 Download ePAT launcher separately from test content.
 Accommodated ePATs are also available. Launcher is bundled
with the practice test content for accommodated forms.

• District and school personnel must be familiar
with all three manuals, as applicable.
• The four-function calculators distributed by
the FDOE, formerly referred to as “FCAT
calculators,” are now called “approved fourfunction calculators” and are the only
calculators that can be used for this
administration (except for approved
calculators for students with visual
impairments).

• Students are now required to sign/agree to
a pledge that states that they will not “give
or receive unauthorized help” and they
acknowledge that such help is cheating.
• Schools must ensure students take the
correct Reading Retake test (FCAT or FCAT
2.0). Check the test books carefully before
distributing (paper-based) and/or ensure
students are assigned to the correct form
(computer-based).

• The FCAT 2.0 Reading Retake is divided into two
sessions and must be administered over two days.
Test administrators must carefully monitor students to
ensure they do not work in the wrong session.
 For the computer-based FCAT 2.0 Reading Retake delivered via
TestNav, a seal code is used to separate the sessions.
 For the accommodated computer-based FCAT 2.0 Reading
Retake delivered via TestHear, test administrators must
ensure students only complete questions 1-27 on Session 1 (day
1) and complete questions 28-53 on Session 2 (day 2). There
are no seals or stop signs between sessions.
 For the paper-based FCAT 2.0 Reading Retake, Session 2 of the
test and answer book is sealed.

Reminders for Fall 2011
For paper-based and computer-based administrations:
• Inappropriate actions by school or district personnel before,
during, or after test administration may result in
consequences including test invalidations and/or loss of
teaching certification.
• Students may not have any electronic or recording devices at
their desks, in their pockets, or anywhere they can reach them
during testing, even if the devices are turned off or the
students do not use them.
• If a student begins a test and leaves campus without
finishing, he or she will NOT be allowed to complete that test.

• Forms and materials for test administration can be found at

• Manuals must be provided to itinerant teachers in time for
them to prepare, and itinerant teachers must be included in
test administrator training.

maintain certain required administration information, as
directed by the district assessment coordinator.

For computer-based testing only:
• Test Administrator user accounts are available in
PearsonAccess. The district assessment coordinator will
receive instructions for creating/assigning these accounts.
• Students are required to participate in a practice test
(ePAT) using the script provided in the manual.
• Students can request a hand-held calculator to use on the
day of testing.
• Schools can supply photocopies of the reference sheet to
students.

For paper-based testing only:
• You will receive a set of PreID labels for each paper-based
test being administered. Affix the label to the correct test
for that student.
 If a label is affixed to the wrong book, it CANNOT be
used by another student. Do not remove the label.
Return it with other NOT TO BE SCORED materials and
grid the PreID information on a replacement test and
answer book.
 The following categories must be correct on a label in
order for it to be used: Student Name, Student ID
Number, District Number, and School Number.

FCAT 2.0 Reading Retake
• This test must be administered in 2 sessions over 2
days.
 Students should be permitted one-half of a regular
school day for each session.
• The paper-based test does not have a stop sign, but
Session 1 and Session 2 are sealed separately. Students
should NOT break the second seal until day 2.
• The computer-based test has an electronic seal between
the two sessions. Students EXIT the test on their first day
of testing and must be resumed in PearsonAccess and
must have the correct seal code to continue to Session 2
on day 2.

• The accommodated computer-based test does not
have an electronic seal between sessions.
Students must be monitored and reminded to
complete questions 1-27 on day 1 and questions
28-53 on day 2.
• The Session signs include the question numbers
for each session.

Electronic Seal Code
• The Session 2 Seal Code screen includes a stop sign and a box to enter
the seal code. Students cannot return to Session 1 from this screen.
Test administrators should not post the seal code until instructed to do
so in the script on day 2.

 Certificate of Completion students
 Students who have completed the minimum number of credits and
the district-specified courses but who have not satisfied other
requirements for a standard high school diploma
 Students who have met all of the requirements for a standard high
school diploma except earning passing scores on the parts of the
FCAT required for graduation

• FCAT 2.0 Reading Retake: All students who entered Grade
9 in 2009 and beyond and are pursuing a standard
Florida high school diploma must pass the Grade 10 FCAT 2.0
Reading test as one of the requirements for graduation.
Students eligible to participate in this administration are as
follows:
• Grade 11 regular high school students (entered Grade 9 in
2009) who did not pass the Grade 10 FCAT 2.0 Reading
test required for graduation with a standard diploma

Test Group Code
A six-digit code created by PearsonAccess and
printed on Student Authorization Tickets and
Session Rosters. The Login ID and the test
code are required to log in to TestNav.
A unique four-digit number used to identify
groups of students tested together, which is
created by district assessment coordinators or
by school assessment coordinators. This is
entered after the Welcome screen in TestNav
and before students see the first question.

• Used to account for each test and answer book
• Consists of a nine-digit number followed by a check digit
• Packing list will indicate the number ranges assigned to
each school, and written documentation of the number
ranges must be maintained at all times during
distribution and return of books.
• Pre-populated Administration Record/Security Checklists
are provided in PearsonAccess.
• Test administrator should maintain a list of all secure
materials assigned to him or her, including any additional
materials assigned throughout the administration.

Information
• Student grid sheet captures student demographic
information.
 A document is preidentified if it has a student label affixed.
• Blank student grid sheets (non-preidentified) must be
gridded using a No. 2 pencil.
 Only school personnel may grid the following: Primary Exceptionality,
Section 504, ESE/504 Accommodation Types, ELL Accommodation
Types, and ELL
 School personnel or students may grid the following: Student Name,
District/School Number, Social Security Number or Florida Student
Number, Date of Birth, Student Grade Level, Gender, Ethnicity, and Race

Communicate Testing Policies to
Students
Prior to testing, make sure students understand the
following policies:
• Electronic Devices Policy: If students are found with
ANY electronic device during testing, their tests will be
invalidated.
• Leaving Campus: If students leave campus before
completing the test (for lunch, an appointment, illness,
etc.), they WILL NOT be allowed to complete the test.
• Student Pledge: If students are caught cheating or
irregular answer patterns are detected during scoring,
their tests will be invalidated.

Missing Materials and
Test Irregularities/Security Breaches
• Test administrators should report any test irregularities
(e.g., disruptive students, loss of Internet connectivity)
and possible security breaches to the school assessment
coordinator immediately.
• If a secure document, such as a test and answer book, a
Student Authorization Ticket, a used Work Folder, a used
reference sheet, or a Session Roster, is not found or a
test irregularity or security breach is identified, the
school assessment coordinator must contact the district
assessment coordinator.

Test Invalidation
Policies and Procedures
• Purpose of test invalidation is to identify when the validity of
test results has been compromised.
• A test administrator should discuss any situation involving
possible invalidation with the school assessment coordinator
and the situation should be investigated before a final
invalidation decision is made.
• A test MUST be invalidated if any of the following
circumstances occur:
 A student has an electronic device during testing.
 A student is cheating during testing.

Test Invalidation
Policies and Procedures
A test MAY be invalidated if any of the following
circumstances occur:
1. A student becomes ill and is unable to finish, OR a student is not allowed the
correct amount of time.
2. A student was given an accommodation not allowed on the FCAT/FCAT 2.0.
3. A student was given an accommodation not on the student’s IEP, Section 504
plan, or ELL plan.
4. A student was not provided an allowable accommodation listed on the
student’s IEP, Section 504 plan, or ELL plan.
5. An error occurs in test administration or procedures that could compromise
the validity of the test results (e.g., students had access to an unauthorized
visual aid that gave an unfair advantage).
6. A student is disruptive during testing.
7. A student taking the FCAT 2.0 Reading Retake works in the wrong session
(e.g., works in Session 2 on Day 1, changes answers in Session 1 on Day 2).

Security Log
• Schools are required to maintain an accurate Security
Log for each testing room.
• Anyone who enters a room for the purpose of monitoring
a test MUST sign the log for that testing room,
regardless of how much time he/she spends monitoring
a testing room.
• A perforated Security Log can be found in the manual.

• Test administrators are required to maintain an
accurate seating chart for each testing room.

• Seating charts must be returned to the school assessment
coordinator after testing.
• For FCAT 2.0 Reading Retake, maintain seating charts for
both sessions.

 Recommend completing at least two weeks prior to
administration.

 CBT: Ensure that you are familiar with how to open TestNav or
TestHear to the login screen with the correct URL for each student
computer prior to testing (see instructions in operational scripts).

Test Administrator Before Testing
CBT: Conduct Practice Test (ePAT)
• ALL students MUST complete an ePAT for each subject test they will take
to learn how to use the computer-based system.
 Even students who participated in a previous computer-based test
MUST complete the appropriate Retake ePAT(s) prior to the Fall 2011
administration.
 Students who will take accommodated computer-based forms must
take the corresponding TestHear ePAT.

Session Length: Each session of the FCAT 2.0 Reading Retake may take up
to half of a typical school day. You are responsible for determining the precise
time frames for half-day sessions at your school and provide test
administrators with specific starting and stopping times.
Seating Charts: Ensure that test administrators maintain a separate seating
chart for each session of the FCAT 2.0 Reading Retake.
Session Signs: Session signs are only used for FCAT 2.0 Reading Retake,
and they remind students of the questions included in each session (Session
1 is 1-27; Session 2 is 28-53).




Paper-based tests include two external seals to designate the sessions. There
are no stop signs or other indications of the session break.
Regular computer-based tests will require a seal code to access Session 2.
Accommodated computer-based tests will not have a seal code or an indication
of the session break. Test administrators must monitor students to
ensure they work in the correct session.
CBT: Seal Codes: Four-digit seal codes allow students access to Session 2

 Evaluate the testing locations in the school to ensure availability of
sufficient electrical outlets and network jacks.
 Ensure you are aware of applications that must be disabled prior to testing
(e.g., screen savers, automated virus scan software, remote access
applications, and the Macintosh control strip).
 Computers used for test administration activities (i.e., PearsonAccess)
have the appropriate required version of a standard Internet browser
based on the operating system in use on the computer and the browser’s
pop-up blocker is disabled.
 School has a high-speed connection to the Internet AND the connection is

 A printer is available for printing the Student Authorization Tickets, seal

 Confirm that student computers and the Proctor Caching computer have not
been updated with any additional software and will not be updated before
testing begins.

Test content is available one week prior to the test administration

 Verify that the performance of your Internet connection is consistent with
expected levels of performance for computer-based testing.

window, and also confirm that no scheduled maintenance or outages are
planned during the entire window.
 Ensure no high bandwidth network activity other than computer-based
testing will be occurring during the testing window.
 If utilizing wireless network connections for computer-based testing:

 Ensure that laptops are connected to AC power. If batteries must be
used, ensure that they are fully charged and have the capacity to last for
the entire test session.
 Ensure that each computer station is equipped with a keyboard and

 Disable screen savers, power savers, and remote desktop.
 Disable or delay anti-virus, auto-scan and/or auto-update, system
restore utilities, Windows Security Firewall, web content filtering, or
other software that may impact CPU speed or scan/block information
transferred between the workstation and the servers.
 Alert your school to the dates and times for computer-based testing and
require students and teachers not testing to refrain from using any
streaming media or other high-bandwidth applications while students are
testing.

Workstation Specifications
Additional Specifications for TestHear (Accommodated Forms)
• TestHear will operate on Windows PC workstations and on Macintosh workstations that have
Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). TestHear will
not work on Mac OS X 10.4 or on Macs that cannot also run Windows.
• For students requiring the screen reader, the computer must be equipped with an audio card
and headphones.
• For an optimal student experience, any computer that takes a noticeably long
period of time (e.g., more than 10 seconds) to start and run applications,
even computers which meet the requirements, should not be used for highstakes computer-based testing, if possible.
• The testing platform does not permit access to other applications during
testing. This means that any applications that may automatically launch
during testing will interrupt the student’s testing session, logging the student
out of the test. Applications such as antivirus updates, power management
software (laptops), screen savers, and email with automatic message
notifications should be configured so they do not launch during test sessions.

Monitor Display and Shading
• To ensure students will see all of the content in the test,
students are asked to confirm that they can see 15%
shading on the Test Group Code screen when they first log
in to the test.
• If students cannot see the shading, they must exit the test
and their monitor settings must be adjusted.
• General instructions for adjusting monitor settings are
provided on pgs. 128-129 (Fall 2011 CBT Manual). The
steps for changing contrast and brightness settings will
vary depending on the manufacturer and model of each
individual monitor.

Proctor Caching
• Instructions for installing Proctor Caching are provided in the Fall
2011 CBT Manual.
• Computers used for Proctor Caching do not need to be server-class
machines but should meet the system requirements.

Proctor Caching can run on either a Windows or Mac operating
system, and each can support both Windows and Mac-based testing
workstations.
• Each testing computer must be configured to refer to a Proctor
Caching computer in order to obtain test content.


If more than one computer is being used for Proctor Caching, be sure
to specify the IP address of the correct Proctor Caching computer
during the TestNav installation process.
For example: if there are 80 computers that may be used for testing
and two Proctor Caching computers, 40 of the testing computers may
be configured to link to Proctor Caching computer A, and the
remaining 40 may link to Proctor Caching computer B.

Proctor Caching
• Proctor Caching Security
 Proctor Caching software stores a copy of the test content on the local
hard drive of the machine on which it runs.
 Test content transmitted and stored by the Proctor Caching computer is
in encrypted format.
 At no time does the Proctor Caching computer un-encrypt the test items.
 “Purge cache” function deletes all encrypted test content from the hard
drive of the Proctor Caching computer.
 FDOE and Pearson require that test content be purged at the end of each
administration window.

• Installation instructions are provided in the Fall 2011 CBT Manual.
• Once TestNav has been properly installed and tested, it should
continue to be successful on student workstations through the test
administration, as long as no incompatible software updates are
made.

(There are currently no updates to the software for 2011-2012. The
version of TestNav installed for 2010-2011 can be used for 2011-2012,

• Students are required to participate in a practice test using
the ePAT with the same accommodations that will be
provided to them on the operational assessment.
