APIN & SIP States
State Implementation Program
• Up to 20 Action Coalitions will receive up to
$150,000 over two years to implement one or
two priority IOM recommendations
• Requires match of at least $50,000
• Preference given to states raising $75,000
match

Eligibility Criteria
Be a CFA AC lead. Each AC may only have one designated
organization serving as the grantee
Be public entity or non-profit organization 501(c) (3)
History of engaging and collaborating with consumer groups,
government officials, payers, policy-makers, providers,
educational institutions, etc.
Secure funds which will be matched at two dollars for every one
dollar (at least $50,000). Any letters of commitment should be
submitted with the proposal
Not have received grant funding from the RWJF APIN program
Proposals
Proposals must include:
• Proposal narrative (not to exceed 15 pages)
• Budget
• Budget narrative
• Workplan
Proposal Narrative
Proposal Narrative must describe:
 The recommendation(s) the AC has chosen to implement
and process for selection
 Commitment and involvement of all key stakeholders
Proposal Narrative
 Implementation strategies and key actions plan
 Infrastructure in the state or region to implement the
selected recommendation(s) along with demonstrated
progress toward further infrastructure development
 Plan to secure matching funds
 Strategy to increase diversity of the nursing workforce,
faculty, and nurse leaders
Examples of Strategies to Increase Diversity
• UT and AL specifically included with their SIP proposal a
plan to facilitate formation of state chapters of minority
organizations
• Forming Diversity Task Force/ Resource Council/Leadership
teams, and providing statewide diversity conferences in
states such as FL, GA, MI, PA, WI, NV, etc.
• Aspects of diversity may include race, ethnicity, gender and
geographic location

meeting per year

RFP Selection Criteria
An independent advisory committee will review all proposals and
make recommendations to RWJF , based on:
• Presence of feasible strategic plan(s) for implementing up to two of
the IOM recommendations, including a detailed action plan
• Presence of a plan for advancing diversity, as part of their
recommendation implementation
• Process used by ACs to achieve consensus on priority
recommendations
• Commitment and involvement of key stakeholders
Selection Criteria
• Existing infrastructure in the state or region to help
implement the selected recommendation(s)
• Demonstrated progress toward further infrastructure
development, including promised matching funds from
state-based foundations or other donors; a plan for
future funding; and a strategic plan for further building
and strengthening infrastructure
• Matching funds
Selection Criteria
• Statement of in-kind support, including the non-cash
contributions provided by each of the action coalition
members and supporting collaborators
• Capacity and feasibility of the AC’s plan to evaluate their
progress using existing state-level data
• Timeline of activities and 18- and 24-month deliverables
Evaluation and Monitoring
• Evaluation is incorporated into the existing evaluation of
the Campaign for Action effort
• Reporting requirements
• The lead agency is expected to provide a final written
report on the project and its findings suitable for wide
dissemination
