THE REVIEW – RESULTS
COUNCIL CONCLUSIONS on the review of the EU Strategy for the Baltic
Sea Region
adopted by the General Affairs Council on 15 November 2011
The Conclusions consist of two main parts:
a) résumé of general assumptions for the framework of the EUSBSR and
b) list of recommendations.
•
Concerning the general framework, the EUSBSR constitutes an integrated framework to address
common challenges in the macro-region and contributes to economic, social and territorial cohesion of
the EU.
• It is also based on the principle of no new EU funds, no additional EU formal structures and no new EU
legislation, while relying on a coordinated approach, synergy effects and more effective use of the EU
and other funds.

COUNCIL CONCLUSIONS on the review of the EU Strategy for the Baltic
Sea Region

Concerning the list of recommendations the following are the key ones:
enhancement of existing political support for Strategy at all levels,
including the EUSBSR in the agenda of the Council in its different formats to link the Strategy with relevant EU policies,
strengthening coordination between policies with a territorial impact and thematically relevant to the EUSBSR at EU and
national level,
facilitation of future alignment of funding should take place in new 2014-2020 programming period,
clarification and strengthening of roles of key stakeholders and improving their capacity,
regular reporting and introducing targets and indicators,
improving communication system, promotion and visibility of the Strategy,
integration with multilateral structures in the macro-region, strengthening cooperation with third countries and
providing links with the EU Strategy for the Danube Region and possible future macro-regional strategies.
The recommendations listed above should be incorporated into practice in the course of 2012 and Strategy to be
reviewed in the light of the above recommendations by early 2012.
