A TOC perspective – why?
• TOCs are examples of Railway Safety Case Duty
Holders
• GM/RT8250 applies to us (the only changes will be
to the means of initiating and disseminating)
• NIR-Online will make it easier for us to fulfil the
requirements on us, and it will be comprehensive
• We’ve been in the User Group which has put NIROnline together – idea, business case, functional
requirements spec, …
• Seamless transfer from most popular current
management system (Natryx), and much more …
Implementation of NIR-Online
Key activities performed in relation to NIRs:
• Initiation and updates (us)
• Dissemination (Steve Deadman, NCC)
• Acknowledgement and review (us)

• The future (our reps on the User Group)
Processes and Benefits from a TOC perspective
NIR Initiation & Updates
• Same decision about optimum moment to initiate
an NIR (e.g. need enough info, judgement call)
• Visit www.NIR-Online.net and raise NIR, using
pull-down menus and built-in checks, add word/ pdf
document(s), add photos(s)
• Slicker process, but still possible to stop part way
through and get more info (everything entered up ‘til
then is saved)
• As now, formal updates (i.e. interim or concluding
NIRs) are notified to all
• Better than now, ability to add supporting info (e.g.
photos, reports, comments) without notifying all
NIR Acknowledgement & Review
• Individual company specifies who gets sent notice
of NIRs (e.g. by text message or email)
• Individual company specifies who is empowered
to acknowledge NIRs on its behalf (on line)
• Automated electronic reminders of
unacknowledged NIRs
• Company review exactly as now – except on line
(hence accessible anywhere with internet access,
by authorised persons), and with higher data
integrity
• Easy to contact initiator – contact details up to
date
NIR Management
• Option to make comments private or public
• Ability to see comments made public by others
• Company specifies who can have read-only
access (in addition to ability to acknowledge, raise,
etc)
• Searchable (e.g. by keyword, by initiating
company, by status with own company, by date)
• Annual report created at push of a button
• Traceability – NIR-Online knows who wrote what
to it
NIR-Online - The future…
• NIR-Online is officially an RSSB National Initiative
• This means its free at the point of use …
• unless you subscribe to SMS text option (50p per
text)
• It will continue to be managed by a User Group
• The User Group will review any issues with
implementation and ideas for development of the
system
• The RSSB Project Manager for NIR-Online is
Simon Ayres (see next presentation!)
