Universities and centres of science are
both developers of information resources,
and consumers of the scientific and technical
information.
Development of the modern higher
school and a science is not possible without
directory systems, databases and knowledge,
electronic libraries, virtual educational and
scientific
laboratories,
systems
of
information search, general remote use of
computing resources, distance learning
system.

For producing, storing, exchanging and
transmitting the information of scientific and
technical character it is necessary to create
special segments of computer networks which
are based on high-speed communication
channels, powerful information servers,
routers, audio, video and graphic information
processing systems.

The main purpose of the URAN is to provide
organizations and individual users in the sphere of
education, science and culture of Ukraine with the
information services, including services on the basis of
Internet-technologies in an interactive mode, for operative
access to the information, as well as its exchanging,
distributing, storing, processing.
The network is aimed at satisfying professional needs,
developing science, education and culture, in particular,
carrying out scientific research, remote training, using
telematic methods, functioning of electronic libraries,
virtual laboratories, holding teleconferences, applying
remote methods of monitoring, etc.
