Non Point Source Program
WVCA is the primary entity
responsible for the
implementation of the:
 Agriculture Components
 Construction Components
of the Section 319 Non Point
Source Program and for
coordinating and
implementing water quality
improvement projects.
Conservation Specialists Lead for Project Teams
WVCA Conservation Specialists (CS)
provide support to:
 Volunteer Watershed Associations
 Education of Citizens on Non Point
Source Pollution Issues
 Identify Local Stakeholders
Partners and Funding Sources
 Take the Lead for Project Teams
Consisting of Community
Stakeholders to Place Projects on
the Ground.
Conservation Specialists –
Direct Service Providers
The CSs serve as direct service providers and help
coordinate assistance from other sources to watershed
organizations and landowners. WVCA supports statewide
efforts to address nonpoint pollution through the
coordination and implementation of projects addressing:

Runoff
Erosion and Sediment Control
Stormwater Management
Nutrient and Pest Management
Stream Cleanup
Riparian Demonstrations
Streambank Stabilization
Pre and Post Monitoring
Watershed Assessments
BMP Selection and Installation
Availability and Types of Conservation Programs
Financial Assistance
Water Quality Improvements
