Short overview of the implementation of IPPC, LCP,
Seveso II, Waste Landfill and Incineration directives

IPPC Directive
• IPPC Directive will be transposed untill 2012.
• Full Stakeholder Consultation
• There is no structure in place. However, there are some
plans to set them up.
• There are 4500 – 5000 Installations for IPPC
• Timetable for IPPC Permitting
• Translations of Best Available Techniques for some
sectors (Cement and Lime, Iron and Steel Industry,
Textile Industry, Industrial Cooling Systems, Large
Combustion Plants, Energy Efficiency, Economic and
Cross Media Issues, Emissions from Storage of Bulk or
Dangerous Materials are available

Large Combustion Plants
Directive
• LCP Directive will be transposed until 2009.
– New installations will be bounded
– Old installations until 2018
• Approximately 100 installations.
• There is only Emission Limit Value (ELV)
• Competent authority is Ministry of Environment and
Forestry
• By-law the control of Air Pollution from industry.
– A system has established to determine total emission values
from existing LCPs.

Seveso II Directive
•Seveso II Directive will be transposed untill 2009.
• According to Association of Chemistry Industry the total
number of Installation is 1500 – 2000.
– 539 installations informed the Ministry
– There is an e-statement project
•Competent authorities: Ministry of Environment and
Forestry, Ministry of Industry and Trade and Local
Authorities.
•Accident prevention policies are required for lower tier
establishments .
•Safety reports are required for higher tier establishments.

Waste Landfill Directive
• Draft By-law is ready. Transposition process of the Directive will be
finished until 2009.
• Total Number of landfills: 35
• There is landfill classification: Hazardous, Non-Hazadous and inert.
However, their exact definitions will be in the new by-law.
• Strategy will be clear in the draft by-law.
• There is not any exact target for reduction of BMW to landfills
• There is criteria for waste to be accepted to landfills
• In By-law Solid Waste Control in article 22 there is a list for notaccepted waste. However, it has not been harmonized with the
Directive, yet.
• According to By-law for General Criteria for Waste Management,
which has full alignment to 75/442/EC Directive, all landfills require
Landfill permits. Moreover, Landfills for Hazadous Wastes require
permits according to Hazardous Waste Control Directive Article 27
and Article 28. For non-hazardous and inert wastes landfills there is
process for a by-law.
• There is a tax for Environment (Çevre Temizlik vergisi)

Waste Incineration Directive
•Draft by-law is ready.
– Transposition will be finished untill 2009. Waste
Control Directive regulates the incineration of
Hazardous Waste which has full alignment to
2000/76/EC Directive.
•2 Hazasdous Waste incineration plants and 27 Cement
Establishment for Hazardous Waste Incineration purpose.
All of them has permits.
•Emission Limit Values are in By-law Hazardous Waste
Control “Article 20”. It is also full alignment to the
Directive.
