EASEE gas recommendations
Update on communication (with reference to shippers’ meeting
7 April)
EASEE-gas is a European forum of a.o. producers, transporters
and shippers for streamlining energy exchange.
 GTS is implementing 2 EASEE-gas recommendations
CBP (Common Business Practices): Harmonisation of units
(implemented 1 Oct. 2005).
CBP: Harmonisation of matching (to be implemented by GTS
on 1 April 2006).
 Status conversion to kWh in nomination process
 More details on CBP Harmonisation of matching, for purpose
of sharing information
CBP Harmonisation of Units
Update conversion from MJ to kWh:
 GTS was ready on 1 October for switch
 GTS performs actual switch per shipper. After this switch
confirmations will only be sent to shipper in kWh
 GTS accepts nominations in MJ and in kWh before and after
switch until July 2006
 As of July 2006 GTS, will send only confirmations in kWh
 Status 1 Oct.: 20 shippers have switched
(fyi: 6 of the 8 TSO’s have switched)
 Transition period introduces extra risks for mistakes. To
shorten the transition period, please contact GTS for switch
CBP Harmonisation of matching
 CBP strongly driven by shippers for giving more information
 GTS now anticipates more complexity (reference to
shippers’ meeting 7 April)
 GTS has asked shippers for status of their implementation.
Little response. GTS not certain about status of CBP
implementation by shippers. Shippers may not be ready
(per 1 October 2005)
 GTS has postponed implementation of CBP harmonisation
and matching to 1 April 2006 (already announced in a
letter)

Goals:
 Harmonise matching cycles between TSO’s across
Europe
 Give more information to shippers
Closer look at CBP reveals that implementation includes:
 New timing of day-ahead matching
 More information in the confirmations
 Implementation of Edigas 3.2
CBP Harmonisation of matching
New timing of day ahead matching:
- Initial matching cycle: confirmations before 16.00
hours to shippers (without applying business rules
like interruption and lesser rule)
- Every next matching cycle: matching blocks of 3 hours
(starting at 16.00 hours) with applying business rules
- GTS considers CBP as minimum recommendation, GTS
will maintain matching every hour
- Consult your counterparty in adjacent TSO to check on
timing of matching

- CBP introduces new messages with information from
adjacent TSO in confirmation
- Extra information in confirmation to shippers will be
(dependant on the stage of matching):
- accepted by TSO (without applying business rules)
- processed by TSO (with applying business rules)
- confirmed (as is)
CBP Harmonisation of matching
Implementation of Edigas version 3.2
 New messages for this CBP will be implemented in
Edigas 3.2
 Take careful look at new Edigas version and possible
implications
 What happens when a shipper does not implement
new Edigas 3.2?
– Shipper will not have the advantages of this CBP
Concluding remarks
 When you have not yet switched to kWh, please
contact GTS for appropriate switch.
 GTS has more detailed information available about the
CBP harmonisation of matching. This will be published
on the GTS website (within 2 weeks).
 Consult your supplier of communication (e.g. GMSL)
concerning the status of CBP implementation.
 Consult your counterparty about matching procedures
at adjacent TSO.

 April 2005: introduction new balancing regime
 May-June: bilateral discussions GTS and shippers
 29 June 2005: update balancing regime
– including adaptations resulting from shippers’

representative organisations (delivery date proposals)

Awarding tolerance to affiliates
 Tolerance based on tax bracket method

awarded on the basis of a portfolio on affiliated
company level
– Each individual portfolio receives the same tolerance
percentage as the overall portfolio on the affiliated
company level

Trading of tolerance
 Trading of hourly and cumulative tolerance is possible

Transfer of usage rights from end user to shipper
includes the hourly and cumulative tolerance volume.
Miscellaneous
 Gas storage facility in default portfolio:
For a storage exit point the entry time base will be
applied on request
 Daily tolerance:
– 2% in 2009
– Transition period: 24% in 2006, 18% in 2007,
10% in 2008
 Incentive day:
A participating shipper receives double the amount
of hourly tolerance on incentive days
Flexibility services

 Dutch Gas act: GTS is not allowed to offer competitive
flexibility services

 Overall clean-up

 TSC definitions refer to ‘begrippenlijst Gasvoorwaarden’
if possible, using a translation of the Dutch definition. In
case of a dispute the Dutch version prevails
