Sustainable Communities Strategy A Local-Regional Partnership Presented to MCCMC by Steve Kinsey January 26, 2011 1 Senate Bill 375 • Landmark legislation for California linking land use, transportation and environmental planning passed in 2008 • Goals – Reduce greenhouse gas emissions from cars and light duty trucks in the Bay Area by 15% by 2035 – House the region’s population and workforce at all income levels 2 SB375 Links Regional Plans • Regional Transportation Plan (RTP) will align with and support SCS land use pattern • Regional Housing Needs Allocation (RHNA) will be consistent with SCS • No change to local authority over land use decisions, but Housing Elements must be revised to be consistent with SCS within 18 months, and General Plans within 3 years 3 SB 375 Builds on Existing Efforts Priority Development Areas (PDA) Locally-nominated areas for sustainable development supported by planning and capital grants (100 acres+) – Downtown San Rafael – Civic Center/North San Rafael Town Center – Urbanized 101 Corridor (Unincorporated) Priority Conservation Areas (PCA) – Identified resource lands – Enhance rural areas – 15 sites in Marin County SB375 supports redevelopment Cities should identify new SCS Opportunity Areas for sustainable development. For example: – Mixed-use development in suburban and rural centers – Retrofitting office parks and shopping centers – Growing employment centers 5 Process: SCS Scenarios Identification of Places, Policies and Strategies* Regional Advisory Working Group County/Corridor Engagement Process Public Outreach TAM SCS Ad Hoc Initial Vision Scenario Release of Detailed Scenarios March 2011 July 2011 Preferred SCS Scenario Early 2012 Analysis against adopted Performance Targets * Only San Rafael contributed from Marin County 6 SCS Planning Process – Phase 2 7 Next Steps • Regional agencies release Initial Vision Scenario in March 2011 • City staff will provide report on local implications of the Initial Vision Scenario • City staff will gather city council input to share with regional agencies before Detailed SCS Scenarios are prepared for release in July • TAM is convening a Marin SCS Ad Hoc Committee to track process- 1 elected from each town & county 8
