Two-stage process: RFQ and RFA
 A Request for Qualifications

and experience of respondents

Service Provider Activities
As established in statute, service provider coaching
and professional development activities may include
the following:
 classes to teachers on effective mathematics
instruction
 providing tutoring or mentoring to teachers
regarding effective mathematics instruction
 providing incentives to teachers to participate in the
program
 engaging in other activities likely to improve
mathematics instruction

Texas Science, Technology, Engineering,
and Mathematics (T-STEM) academies and
centers

Step One: Request for Qualifications
(RFQ)
 The RFQ will identify highly qualified service
providers who can:
Demonstrate significant past effectiveness
in improving math instruction
Demonstrate prior success working with
students identified as at risk of dropping
out of school

Step Two: RFA (Request for
Application)
 An RFA will be released in early Spring of
2008
 Eligible districts/campuses will apply for
grant funds to participate in the pilot
program
 Grant recipients will then select a provider
from the list generated in response to the
RFQ process and negotiate a contract with

• Commission for a College Ready Texas
(CCRT) appointed by the Governor

• Public school educators and faculty of
institutions of higher learning shall work
within subject-specific vertical teams to
address high school and college readiness
curriculum issues.
• Establish four subject-specific vertical teams
(English, Math, Science, and Social
Studies).

Phase I: The Teams
• Teams of 10 in each core subject—English, Math,
Science, and Social Studies
• 40% Public Education
• 60% Higher Education
• 2 co-chairs—one from each sector
• 4 meetings before September 2007
• Facilitated by the Educational Policy Improvement
Center (EPIC) from the University of Oregon

Phase II: Alignment
• Reconstitute teams representing each core
subject—English, Math, Science, and Social
Studies (New percentages)
• 60% Public Education

• 2 co-chairs — one from each sector
• Evaluate whether HS curriculum requirements
(TEKS) prepare students for college-level course
work
• Recommend how HS curriculum can be aligned to
CRSE

Phase III: Tasks
• Develop instructional strategies to help
prepare students for college-level work.
• Develop minimum standards for curricula,
professional development materials, and
online support materials for students who
need additional assistance in both public
and higher education.

Commission for a
College Ready Texas (CCRT)
• In April 2007, the Governor appointed twenty-one
business, education and community leaders to
serve on the CCRT along with the eight co-chairs
of the vertical teams.
• Also serving on the CCRT are four ex-officio
members, who include the Commissioner of
Public Education, the Commissioner of Higher
Education, and the Comptroller of Public
Accounts.

Commission for a
College Ready Texas (CCRT)
• The goal of the CCRT is to provide
support to the statutorily-created vertical
teams and to the State Board of Education
(SBOE) regarding the requirements of
House Bill 1.
• Additionally, the CCRT will conduct
statewide and regional meetings.
