We are working hard to develop Foundation Learning as we progress towards
national roll-out from September 2010
Learner numbers
Progress
The current target for the FL 14-19
pilot is 6,000 learners
Pilot LAs recently submitted data on
their FL learners…
…there is a total of 9778 FL
learners across the pilot LAs
Of these learners, approximately
45% (on average) are 16-19
In addition there are 2672 FL
learners within the extended
network LAs (with some 11/33 LAs
submit ting their numbers)
Next steps
Going forwards learner numbers will be tracked
via:
Gateway 4 (submission date 25th November)
Interim reports – learner numbers will be
requested as part of the February, May and
July interim report
Qualifications
Progress
The number of qualifications on the FL catalogue stands
at 700 in December 2009
A further 120 qualifications are in the planning stage.
The focus will now be on continuing to quality assure
qualifications in a rigorous manner and focus on ‘fit for
purpose’
The reaccreditation process started in October 2009, and
will work through existing qualifications on the QCF to
ensure that quality is maintained.
QCDA plan to develop Entry level subject qualifications in
the core subjects and pilot in 2010/11. Subjects include:
Mathematics
Science and technology
Creative English and humanities
There are plans to bring informal learning and nonaccredited provision into QCF form March 2010
An FL ‘project’ will be trialled by May 2010
Action research undertaken with pilot LAs about FL and
Apprenticeships, starting spring 2010
Work is underway with the QCDA field support team to
give information to exams officers

The extended network includes 33 Local
Authorities
The purpose of the network is to support
preparation for the national roll out of FL
from September 2010
The Local Authorities will also have access
to the FL LSIS support programme

Answers to a few questions from the event…

Will FL be badged as an
entitlement in 2013?
FL sits within the context of the overall 14-19 2013 entitlement. The 14-19 entitlement
emphasises the right of all young people to the right learning opportunities and the
right support, including a high quality learning route that enables them to participate,
achieve and progress. For learners working predominantly at entry level and level one,
the appropriate learning route will be Foundation Learning.
Will schools still be able to
offer L1 course not on
QCF?
Schools may continue to offer level 1 courses of their choice, including those that are
not currently on the QCF. However, full FL programmes are expected to use
qualifications which are on the QCF in order to provide the flexibility to meet these
learner’s needs. Over time we expect most of the qualifications appropriate for these
learners to be accredited on to the QCF.

argue around attainment
tables with 5A*-C on them –
so why change from GCSE
to FL qualifications?
Learners who have historically taken GCSEs, with little or no hope of passing or
getting a higher grade, will benefit from undertaking qualifications where they get their
achievements recognised in a positive way. They can then progress to GCSEs if
appropriate. Some learners could begin shorter FL programmes at the end of KS3 and
progress onto GCSEs at the beginning of year 11.
Is there a minimum number
of credits in each of the
three strands?
Each Functional Skill is worth 5 credits, so the minimum number of credits for full
Functional Skills achievement within Foundation Learning is 15 credits. There is no
minimum requirement for the other elements of Foundation Learning, and programmes
are expected to meet individual learner needs. Pilot programmes suggest that the
average size of a student’s programme is 45 credits.

The Learning Visit Programme
The purpose of the learning visits is to form a network across the
pilot, extended network, and other LAs

NOT seeing FL as only for SEN/LLDD learners
Ensuring it’s seen as part of the 14-19 reforms
School inspections taking account of attainment below level 2 – it’s in the framework
but do schools feel/see this focus in practice?
Areas that we are working with Ofsted on:
Except in certain circumstances, qualifications should reflect genuine and new
learning and not just prior attainment/learning
Importance of good initial assessment and on-going review, as part of a clear learning
plan to go from starting point A to destination B – doesn’t mean that learners can not
change destination part way through
Use of teaching assistants in delivering FL
