Old approach international treaties (‘hard
law’) which impose conditionality on emerging
economies, eg.structural adjustment programmes.
New emphasis ‘soft law’ (regulations,
standards and norms) which are extensively
diffused and entrenched in transforming domestic
economic, social, and political governance
NB: The standardisation process is not new. What is new is
the pervasive imposition of standards across all sectors and in
