It’s All Infrastructure…
Commercial application of Russian research hinges
on industrial competiveness.
In 2009 the Business Software Alliance commissioned a study developed by the
Economic Intelligence Unit (EIU). The EIU is a component of “The Economist”
magazine. In particular, the EIU study focused on competitiveness within the IT
industry. This included:

IT infrastructure;
•
IT human capital; &
•
R&D environment
Russian research has the ability to influence each variable.

Industry Competiveness
According to the EIU, the Russian telecommunications and technology
sector has seen significant growth with the rise of mobile telephones,
personal computers (PCs) and the Internet.
• Internet use in Russia grew 25% annually in 2004-2008.
• Broadband has also increased from just 11,000 subscriptions in 2002
to 6 million by 2008.
• Russia is now the fourth-largest market for mobile telephones after
China, India, and the United States.
Russian Research Can Focus on the Challenges within E-Commerce.
The EIU study focused on three gaps.
• Solutions to improve telecommunications infrastructure;
• Solutions to improve Russia’s on-line banking system; and
• Solutions to improve internet activity beyond Moscow and St.
Petersburg.

IT Infrastructure
According to the EIU study, Russia has jumped
from 29th to 11th in the World in IT employment.
• Russia has the greatest number of students enrolled in general science
education of any country in the world.
• Russia has more IT workers in the IT sector than any other country in
Europe.
• Russia has a well-educated workforce. 74.7% of the gross university–age
population are enrolled in higher education.
Continuing to embrace Russian science research
will only enhance IT human capital further.

IT Human Capital
According to the EIU study, Russia’s R&D environment has
improved, ranking 23rd in the world, up from 29th last year.
• Private sector spending on R&D amounts to 2,765 rubles for every
100 people.
• Government spending on R&D amounts to 1,130 rubles for every 100
people.
Use the Russian asset of IT human capital
to place greater emphasis on R&D.

– Information System “Decommissioning Database of Leningrad
Nuclear Power Plant”
The Leningrad Nuclear Power Plant began operation in 1966 with a
service life that expires in 2015. Decommissioning the facility can
take as long as 90 years. However, a system to archive all
necessary information for the future generations of specialists that
will work on the decommissioning was needed to avoid mistakes
when the decontaminating and dismantling is performed in future
years.
The project team converted technical documentation to electronic
form and placed it in managed storage. Additionally, Bentley’s
technology allowed the team to develop complicated large-scale 3D
models of the facilities for decommissioning.
