Why Umpire?

• You are expected to umpire all 5 of your games (your team receives points) • If you can’t umpire your games for any reason, it’s your responsibility to find alternate umpires

Qualities of a Good Umpire

• Knowledge of the Rules • Punctual • Attentive & Always Alert • Loud, Clear & Enthusiastic • Fair & Just • Assume Control of Game • Assume Good Field Position • Open to Discussion & Be Humble

New Rules

Pitcher’s Line • Moved from 30 feet to 40 feet

150 Line • 150 feet from home plate, this line is an imaginary line arcing through outfield from one foul line to the other • Rovers and outfielders cannot be positioned in front of 150 line at the start of play

Pylons • Home teams are now required to bring 2 pylons per game • This acts as an equipment and failure to provide pylons will result in the same penalties as not providing other equipments

Alternating batter • Alternating batters has replaced substitution. Substitution is now ONLY limited to injury substitution • Two players can share a batting slot; however, at-bats must be alternating

Alternating batter (con’t) • Two players can share a batting slot; however, at-bats must be alternating. No batter bats 2 consecutive at-bats • If an alternating batter is running late, then an out is recorded when it’s their turn to bat

Alternating batter (con’t) • Teams must notify umpires and other team of alternating batter PRIOR to the start of game • No player can be slotted in mid-game due to lateness • Alternating batters may both take the field in the same inning

Alternating batter (con’t) • In the case where a player not alternating at-bat gets injured, this batting slot may not be replaced by a player already in the batting lineup in an alternating slot • Batting slot is now skipped, and no outs are recorded

Where to Stand?

Positioning

• Do not obstruct other players’ views, the paths of fielders or the ball in motion • Be Loud and Vocal • Pay attention (ie do not talk on your cell phone, your friends, the base coaches, etc) • Move around & look everywhere to watch for any possible plays or appeal-able calls

• Base Umps • Stand where you will see the play • Home Plate Umps • Do not lean on fence • Have a good view of the whole field • Do not totally rely on your base umps

Gestures & Calls

Lead offs

• If runner leaves the bag before the batter makes contact with the ball • If runner leaves the bag when batter does not make contact with the ball • Can occur at any base (except home) • Time is called and the play is dead • Runner is out • Repeat the pitch (unless its the 3 rd out) • If 3 rd out, the batter becomes the first batter in the next inning

Infield Fly

• Less than 2 outs • Runners at (1 st & 2 nd ) or (1 st , 2 nd & 3 rd ) • Batter is automatically out if ball is Fair • If ball goes foul, treat it as foul ball • Live ball, runners may advance at their own discretion (not dead ball)

Intentionally Dropped Ball

• Less than 2 outs • Runners at (1 st ), (1 st & 2 nd ), (1 st & 3 rd ), (1 st , 2 nd & 3 rd ) • Fielder intentionally drops a fair fly ball / line drive which can be caught by an infielder with ordinary effort • Batter is out • Ball is dead • Runners return to last base touched at time of pitch

Trapped Ball

• A ball is “trapped” when it hits another object (e.g. ground, fence) before going into the defensive player’s glove • Umpire calls “No Catch” • Live Ball (play continues)

Obstruction

• Fielders obstructing runners • Delayed dead ball, not dead ball • Runners are automatically awarded the base(s), in umpire’s judgement that should be awarded, after the play is over • Give warning to fielder

Other Examples: • Fielders crossing the infield line • Fielders crossing the players line • Fielders stepping on the safe bag on an infield play • tagging runners that are between the commitment line and safe line

Interference

• Can be caused by batters or runners • Play is always called Dead • If a base runner interferes with a potential double play, both the runner who committed the interference, and the succeeding runner are called out • Give warning

Interference

Examples of interference • Runner impeding the ball (i.e. being hit by the ball, kicking ball intentionally) • Touching a fielder while they are making a play • if batter-runner touches white when there is a potential play at 1 st (does not apply after batter-runner has safely reached 1 st )

Foul Ball

• If the catcher catches a foul ball (either a foul fly or foul tip), before the ball hits the fence or ground, batter is out
