What is UTPRAS?
The Unified TVET Program Registration and Accreditation System is the quality assurance mechanism for the mandatory registration of technical vocational programs with TESDA Registration signifies compliance of the TVET program with the minimum requirements set by TESDA
What programs are covered under UTPRAS?
All technical-vocational education programs need to be registered as provided under Section 8 of the TESDA Law and TESDA Board Resolution 98-03. Registration covers programs in industrial trades, agriculture, fisheries, home industries, health, and information technology, among others.
What are the requirements for registration?

Corporate and Administrative Documents – – Organic Law of institution – Republic Act, LGU Resolution (for Government Institutions) Certified Board Resolution to offer the program (signed by the Board Secretary and attested by the Chairperson) (for private institutions) – SEC Registration which must specifically cover the training delivery site (private institutions only).

RA 8792 or Electronic Commerce Act of 2000 aims to promote the universal use of electronic transaction in the government and the general public.
Part IV of the Electronic Commerce Law under Section 27 describes government use of electronic data message, electronic documents and electronic signatures.

What are the steps in registering a program on-line ?
Step 1 – Sign-up in the TESDA e-services and create your own user ID and password.
Step 2 – Download Letter of Application, required documents and forms from the Download Links.
Step 3 – Accomplish Letter of Application, required documents and forms and submit to the TESDA Provincial/District Office that has jurisdiction over your application.

What are the steps in registering a program on-line ?
Step 4 – You will receive an Acknowledgement Letter within the next 48 hours from receipt of your documents.
Step 5 – The TESDA Provincial/District Office will evaluate the submitted documents based on the Program Registration Requirements Checklist. You will receive an evaluation report and an Application Status Notification, 5 working days from receipt of the Acknowledgement Letter.
What are the steps in registering a program on-line ?
Step 6 – – Depending on the outcomes of the evaluation and if there are still deficiencies that need to be complied with, you will be informed by the TESDA Provincial/District Office through your account. On the other hand, if the documents and forms are all complete and in order, the TESDA Provincial/District Office will inform you of the ocular inspection schedule.
What are the steps in registering a program on-line ?
Step 7.
– During the ocular inspection, please have all the following ready: Php1,000 as payment for the Processing Fee. An Official Receipt will be issued to you.
Authentic copies (hard copies) of the required documents and filled up forms with 3 duplicates each. The inspectorate will have to check them against your electronic submissions.
Evidences that are required, e.g., Certificates and employment contracts of faculty and staff, etc which were not submitted electronically.
What are the steps in registering a program on-line ?
Step 8 – The inspectorate will tell you what deficiencies you have to comply with, if any, in the exit conference of the inspection.
Step 9 – You will be given 30 working days at most to comply with the deficiencies. Failure to comply will mean denial of your application without prejudice to re-filing. You will informed about this through your account in the e-services.
What are the steps in registering a program on-line ?
Step 10 – If the deficiencies in the ocular inspection have been addressed, the TESDA Provincial/District Office will inform you when the Certificate of Program Registration is ready for pick up.
Step 11 – You will pay PhP 1,000 as Registration Fee for which an Official Receipt will be issued to you upon release of the Certificate of Program Registration by the TESDA Provincial/District Office.
