States for implementing the European
Community's vocational training policy

The policy framework for the Leonardo
da Vinci programme
continues to be the Copenhagen process
(2002), as updated by the Maastricht
Communiqué (2004) and by the Helsinki
Communiqué (2006).
The main focus of the process is on
enhancing the attractiveness, quality and
performance of VET systems, improving
transparency, information and guidance
systems, recognition of competences and
qualifications and strengthening the
European dimension.

quality of the project outcomes determines the
