BOUSTEADPROJECTS INTRODUCTION • The lack of a standardized checklist and scoring system poses a great challenge when differentiating worksites in terms of their effectiveness and implementation of the SHMS. • As a result, in 2006, a WG2 of the WSH Construction Advisory Sub-Committee was formed and with MOM came up with ConSASS. • It is an audit tool with a standardized checklist and scoring system which will provide an independent assessment of the SHMS of a worksite. BOUSTEADPROJECTS INTRODUCTION • Since 2008, all projects that are above $30 million had been CONSASS audited. • Till date, we have carried out 5 CONSASS audits by two different auditing organizations. • As such we hope we are able to share some of our experiences in this audit process. SCOPE OF SHARING BOUSTEADPROJECTS • Positive Perspectives • Constraints • Advantages • Conclusion BOUSTEADPROJECTS Positive Perspectives • Well structured with systematic and comprehensive checklist along the Deming’s PlanDo-Check-Action cycle with a total of 17 elements. • It combines questionnaires of CP 79, SS 506 and UAI from Band 1 to Band 4. • Each elements are subdivided into sub elements from a simpler Band 1 level to a higher and difficult Band 4 level-providing a gradual progression of improvement from 1 to 4. BOUSTEADPROJECTS Positive Perspectives BOUSTEADPROJECTS Positive Perspectives ● Provides friendly and frank discussion between auditors and auditees on the interpretation of the questionnaires. ● Gives better awareness and knowledge on the SHMS requirements. ● Motivates organization to strive for better standards and hence overall improvement in the SHMS. BOUSTEADPROJECTS Constraints ● Some questionnaires are directed to the corporate level and best answer by the company management representative. ● Difficulties in addressing Band 4 questionnaires. ● Different interpretation and comprehension of questionnaires. BOUSTEADPROJECTS Constraints ● Too many questionnaires – 336 all together comprising of 16 questions for Section 1 on OSH Policy, 56 questions for Section 2 on Planning, 163 questions for Section 3 on Implementation and Operation and 101 questions for Section 4 on Checking and Corrective Action. ● Demonstration on procedural and implementation evidence requirements. ● Requirements to provide detail documentation for evidence. Advantages BOUSTEADPROJECTS ● Quick and easy visualization of the development status of the elements in the SHMS. ● Enabling management to strategize resources to improve on the weaker elements. ● Continual improvements in managing all risks. ● Provides a good cross comparison of project management’s effectiveness . BOUSTEADPROJECTS In Conclusion ● CONSASS audit has served the company as a useful tool for objective assessment of the SHMS at the worksites. ● CONSASS consistent and progressive approach helps a company towards establishing best practices in the SHMS. BOUSTEADPROJECTS In Conclusion ● CONSASS audit enables the company to look into areas that are lacking and improve on it. ● As you can see through the years, the company has made progress in achieving a good SHMS standards by using CONSASS audit.
