NSSC Standards Policy Framework
• Establishes the ‘Australian Vocational Qualification System’
• Endorsed by SCOTESE to provide the basis for development of new draft
standards to be presented to SCOTESE for endorsement later in 2013
• Represents a modified Option 3 of the NSSC Position Paper (March 2013)
o Compliant COAG consultation Regulatory Impact Statement (RIS)
o Extensive national consultation throughout March and April 2013 with providers,
governments, industry and learners – over 450 attendees, nearly 200 submissions
o Majority, across all stakeholder groups, generally supportive of Option 3
•

Australian Vocational Qualification System (AVQS)
‘Issuing National Vocational Qualifications is a privilege’
Greater confidence in the value and integrity of vocational qualifications
awarded to learners
•
Providers will be licensed to issue nationally recognised vocational qualifications to
individual learners that have value and integrity with employers, and are critical to
Australia’s economic and social future
•
Increased focus on the core business of a provider – quality training and
assessment leading to the issuance of vocational qualifications to learners
(including strengthened linkage to enhanced Training Packages)
•
Supports COAG’s transparency agenda and other related reforms, such as the
review of the TEQSA threshold standards by the Higher Education Standards
Panel

Australian Vocational Qualification System (AVQS)
‘Issuing National Vocational Qualifications is a privilege’
New regulatory model – reduced unnecessary regulatory effort
•
Ensures providers and, more specifically, individuals (the Accountable Education
Officer) take responsibility for quality training and assessment and the integrity of
the vocational qualifications awarded to learners
•
Encourages self-management of quality – significantly reducing the regulatory
burden for high-performing providers
•
National consistency through stronger, clearer, single set of standards

ONUS OF RESPONSIBILITY
Neither the most relevant standards nor the most responsive
regulation alone will ensure the best possible outcomes.
It will happen when all LTOs are self-driven to be high
performing and the standards and regulation are in the
background for system security.

Next steps – June to Nov 2013
The NSSC will present to SCOTESE later in 2013:
• Draft standards – developed based on the NSSC Standards Policy Framework
o Joint NSOC-NSSC Standards Drafting Taskforce
o Working Group to consider the impact on and any unintended consequences for niche and/or
specialised providers
o Integrating and reflecting connected reforms (e.g. Total VET Activity, USI, Training Packages) and
identifying areas of harmonisation across regulatory standards
• COAG decision Regulatory Impact Statement – informed by an analysis of
impact that recognises both the costs and benefits for individuals, employers,
providers and the community
• Detailed Implementation Plan and clear Evaluation Strategy, including an
approach to transitioning to the new standards
o
Possible two year transition period with standards applying to all providers from mid-2016
o
Allows for any legislative changes that may be necessary to enact the Standards
