JUNE 2005 – The Council of the
WORLD CUSTOMS ORGANIZATION (WCO)
which is an international inter-governmental
Customs organization of 170 countries
ADOPTED The Framework of Standards to
Secure and Facilitate GLOBAL TRADE
otherwise known as “SAFE TRADE”.
WCO Framework of Standards aims to:
• Established standards to provide Supply Chain Security
and Facilitation at a global level.
• Enable integrated Supply Chain Management for all
modes of transport.
• Enhance the role and capabilities of Customs to meet
the challenges and opportunities of the 21st Century.
• Strengthen the Customs to Customs Cooperation.
• Strengthen Customs to Business cooperation.
• Promote seamless movement of goods through Secure
International Trade Supply Chain.
1.November 7, 2005 - Deposit of the Philippine Declaration of
Intent (DOI) to implement the WCO
Framework of Standards to Secure and
Facilitate Global Trade.
- DOI document was officially received by
WCO Secretary-General Michel Danet in
Brussels, Belgium.
2. June 15, 2006
- World Customs Organization has
acknowledged the commitment of the
Philippines to implement Safe Trade.
3. August 2006
- World Customs Organization conducted a
Diagnostic Study on the readiness of the
Philippines on the implementation of SAFE.
4. February 8, 2007
- Creation of the Office of the National Reform
Manager to oversee the compliance of the
Philippine government on all International
Customs Agreement and Programs (including
the Columbus Programme on SAFE).
5. March 2007 until
March 2008
- First Phase of SAFE Trade Implementation
based on the recommendation of the WCO
Diagnostic Study Team on SAFE Trade.

5.1 STRATEGIC MANAGEMENT
5.1.1 – has launched a National Strategic Plan which
provides goals, objectives and priorities most
especially regarding Trade supply Chain
Security and Facilitation. It practically
encompasses our focus areas, goals and
objectives (including Risk Management &
Detection Development) and Action Plan on all
areas and activities of Philippine Customs.
5.1.2 – to ensure the full implementation of the
National Strategic Plan of Action, an Internal
Control Unit was established to conduct
performance measurement, evaluation of
systems compliance with the National Strategic
Plan.

5.2 PHYSICAL RESOURCES
5.2.1 – coordination with other Port Operations in the
implementation of the International Ship and
Port Facility Security Code (ISPS Code) and
Recommendation of the International Civil
Aviation Organization (ICAO).
5.2.2 – establishment of the non-intrusive inspection
Equipments like x-ray scanners in all the major
ports of entry.
5.2.3 – in the process of setting up radiation detection
Equipments on the major ports of entry.
5.3 HUMAN RESOURCES
5.3.1 – establishment of the National Capacity Building
Center and the e-Learning Institute to train
BOC officials and personnel on the new systems
and programs.
5.3.2 – special team formed to study legislation that
will allow Customs officials to obtain
information on goods and means to transport
prior to their arrival in the country.

5.4 SYSTEM and PROCEDURES and ICT
5.4.1 – adoption of the ASEAN Single Window
Approach which will allow electronic processing
of trade documents at National and Regional
level as a mechanism to realize the
establishment of the ASEAN Economic
Community.
5.4.2 – scheduled to deposit the Instrument of
Accession on the Revised Kyoto Convention
(International Convention on the Simplification
and Harmonization of Customs Procedures)
this coming June (Brussels, WCO).
5.4.3 – e-Customs Project will upgrade the
ASYCUDA ++ System to ASYCUDA World, a
web-based version making use of value added
service provider.
5.4.4 – re-strengthening of the Post Entry System.
5.5 INTELLIGENCE and RISK MANAGEMENT
5.5.1 – the Philippine Border Management Project is a
cooperation program between BOC, NICA,
DFA, PCTC, NEDA, BID to enhance and
Strengthen the Philippines National Border
Management and make use of an Integrated IT
Data Management System to exchange
Information to fight transnational crime.
5.5.2 – the Philippine Customs Intelligence System
Project shall provide the Bureau with a true
Knowledge management and decision support
Infrastructure through the capabilities of data
Warehouse analysis and reporting that will
Further sharpen and strengthen our strategic
Thrusts.
5.6 EXTERNAL COOPERATION
5.6.1 – strengthening of the use of Bilateral Customs
Mutual Administrative Assistance (CMAA) to
Exchange Customs information to prevent
Customs offenses. (so far, we have with U.S.,
Taiwan, Australia, Iran, Thailand, etc.)
5.6.2 – initiate process of accession on other Customs
International Instruments like Istanbul
Convention, Johannesburg Convention and the
like.
5.7 AUTHORIZED ECONOMIC OPERATOR (AEO)
5.7.1 – drafting of Customs Administrative Order (CAO)
& Customs Memorandum Order (CMO) creating
Philippine version of AEO.
5.7.2 – National Conference on Safe Trade and AEO

5.8 INTEGRITY
5.8.1 – implementation of the WCO Arusha Declaration
of Customs Integrity.
5.8.2 – implementation of the Customs Code of
Conduct.
5.8.3 – Run after the Smugglers (RATS) filing of
criminal cases and cleansing of the Importers
list in coordination with DOJ, BIR and CTA.
5.8.4 – Lifestyle Check
TODAY’S WORLD REQUIRES THAT A CUSTOMS
ADMINISTRATION SHOULD BE AT THEIR MOST EFFECTIVE
AND EFFICIENT
TOMORROW’S WORLD WILL PUT NUMEROUS CONSTRAINTS ON OUR
LIMITED RESOURCES SO THEREFORE…. WHAT WE DO TODAY SHALL
IMPACT IN THE REALIZATION OF OUR VISION FOR THE CUSTOMS OF
THE 21ST CENTURY AND THAT IS TO BE ONE OF THE BEST CUSTOMS
ADMINISTRATIONS OF THE WORLD
