IT Tools OEET Online Expert Evaluation Tool 1 Introduction OEET (Assessment Tool) will be used • To evaluate the accreditation requests • To evaluate the quality of the applications • To evaluate interim and final reports 2 OEET PROJECT ASSESSMENT LIFECYCLE 3 Project Assessment Lifecycle After Nina has positively checked the Eligibility criteria, the data will be sent to OEET where Bert the expert will assess the project: EPlusLink OEET 4 Project Assessment Lifecycle It's Bert's first time to use OEET. After Nina creates his account, an email is generated and sent to Bert's email address. • Bert must • Create his ECAS account • Validate his OEET account • Log in to OEET assessment • Submit the evaluation 5 OEET ACCOUNT VALIDATION 6 Account Validation Nina creates Bert's account in OEET. OEET sends an email to Bert informing him how to login via ECAS and Validate the OEET account. Final decision and comments entered on this screen • Application & Annexes: can be downloaded • Award criteria: comments & score for each • Overall comments to Applicant • General comments to NA • Budget comments to NA • Typology questions: mainly to gather statistical data • Assessment validation • Project list 17 Assessment by Expert • Save regularly! • Click in the menu to go to another menu item • Click on Next/Previous to go to another menu item • Clicking on the Project List return to the list of projects assigned to the expert • Do not use and in browser! 18 APPLICATION AND ANNEXES • PDF version of the project application and all documents submitted with the application form • All can be downloaded 19 AWARD CRITERIA • contains the award criteria to be evaluated • Each criterion has to be given a score and a supporting comment 20 Assessment by Expert • Overall comments to Applicant • Summary of comments per criterion • the only comments which will be sent out => have to be complete! • Clear, final, “ready to send” • General comments to NA • “off the record” clarifications for the NA • Budget comments to NA • Comments on budget reduction to the National Agency 21 TYPOLOGY QUESTIONS 22 Assessment by Expert • Before validation, the Expert Decision drop down menu should be completed and the final score checked. (no need to give comments) 23 ASSESSMENT VALIDATION • = submit assessment when all scores & mandatory comments have been recorded & saved • On clicking on submit, the experts declares to a non-conflict of interest… "I hereby declare to the best of my knowledge that I have no conflict of interest (including family, emotional life, political affinity, economic interest or any other shared interest) with the organisation(s) or any of the persons having submitted this grant application.
