JAPAN

<Overview>
- To date, no national regulation specific to electric motorcycles has been
established in Japan.
Currently, those motorcycles are covered by:
Vehicle: Road Transport Vehicle Act
Battery charger: Electrical Appliances and Materials Safety Act
- The new UN regulation (UN-Rxxx) on safety requirements for electricity and
batteries for L-category electric vehicles is now being developed based on UNR100 for automobiles.
In last August GRSP/RESS-IG, draft amendments to the formal document were
prepared. The draft has been submitted for the next GRSP meeting in December.
If approved, the regulation is expected to be issued by 2016 after passing WP29 in
next June.
- Under such circumstances, Japan will work on the adoption of the UN regulation
from the beginning of 2015, if the formal document is approved at December
GRSP so that the Road Transport Vehicle Act could be amended in line with the
issuance of UN-Rxxx in 2016.

1. Introductory Provision
Japan MLIT proposed to add the Introductory Provision that CP can add Collision Test
if required, instead of withdrawing the request to exclude L5-L7 from the scope.
IMMA will propose to add the sentence of “This regulation does not include any
requirements regarding post-crash safety” to the scope.
2. Fuel Cell Vehicle (FCV)
Requirement of insulation resistance for FCV was eliminated from the formal document.
IMMA will propose to reinsert this requirement.

<Electrical Appliances and Materials Safety Act related standards>
It is assumed the amendment to Electrical Appliances and Materials Safety Act
would take place when the following reference standards are to be issued or
revised, and subsequently taken in as the national standard, whose reference
therein will be then amended, although the details have not yet been made clear.
Status of relevant standards:
ISO18246: In the course of DIS voting (closed on Dec. 25).
IEC61851-3: Status fluctuating (JPN is opposing to this standard).
IEC60335-2-29: Amendment proposal to be included in November IEC/TC61
meeting agenda.
<Other related standards>
The status of issuance and amendment of other relevant standards are as follows:
ISO13063, 13064-1 and 13064-2: Already issued.
ISO18243: Passed CD2. Decision will be made in the next November meeting
whether to move to DIS voting.
ISO13062: To move to DIS voting in near future as TR
IEC62196-4: JPN to come back with proposal of DC charging connector for
motorcycle in November meeting.

<Quiet Road Transport Vehicle(Q.R.T.V.)>
Requirements for approaching warning devices for “quiet vehicles” including EV
have been being discussed at the GTR informal meeting of GRB/QRTV, targeting
to establish GTR mainly for passenger cars. However, views remain conflicting
between US and JPN/EU, and this issue has been stuck due to the internal
situations of US.
In the scope of QRTV GTR, L-category vehicles are still included as well as M and
N category vehicles (IMMA is requiring that motorcycles be excluded).
On the other hand, it was approved that a new UN regulation would start to be
developed by the same WG as QRTV GTR from September. Drafting is on the
way at a fast pace. Only M and N categories are subject to this regulation in
Phase-I, and L category will then be included in the next phase.
While MLIT of JPN is looking to the legislation applicable to L-category as well, the
approaching warning device for motorcycles is still under discussion including the
necessity of it.
