What Being On The Registry Means
•Property owners on the registry must give the Clerk 60 days notice prior to
demolition of the site.
•A building on the Registry is simply protected from demolition for a period of 60
days, unless it is a designated building. A building designated under the Act has
significant architectural and/or historical attributes that warrant protection. It is only
the features and attributes identified in the designation by-law that are protected.
• Placing a non-designated building on the Registry provides the municipality time to
further evaluate the site and discuss designation with the property owner. It assists in
prioritizing sites for the Committee’s review of sites for designation.
• In general, the Committee only averages a couple of designations per year.
The Town’s approach has been one of a collaborative approach with property owners
when dealing with designations under the Heritage Act. Therefore, the recommended
approach for putting additional non-designated sites on the Registry is to notify
property owners and provide them the opportunity to comment.
Process For Considering NonDesignated Sites For Registry.
• The Committee assessed over 100 sites from the previous LACAC list of possible sites
to be considered for review.
•A working group of the Committee considered the detailed designation guidelines on a
preliminary basis when assessing various buildings, as well as Many Voices.
•The working group visited each site from the road-there were no interior inspections.
•Pictures were taken of each building.
•Only a few sites were not assessed because of lack of access.
•The sites were grouped from 1 to 4.
•Group 1-of major significance and importance, worthy of designation.
•Group 2-Significant, worthy of designation
•Group 3- Noteworthy, worthy of documentation
•Group 4 Of no importance

The Committee established detailed guidelines for assessing sites for
designation.


• 29 Group 1 sites
• 9 Group 2 Sites
•3 Significant sites that should be noted as sites of interest, but not necessarily on
the registry- Peace Bridge, International Railway Bridge, Horse Track Stadium
•The number of Group 3 sites are worthy of documentation, but don’t necessarily
need to be on the registry.
•Currently when the Town receives a demolition permit it is forwarded to the
Museum and a Committee member or staff go out and take pictures.

Next Steps
• The Committee members have pent significant time scoping and reviewing nondesignated sites for the Registry.
•Report CDS-05-2011 represents a first step.
•Property owners will be notified and provided 30 days for comment.
•Staff and Committee members will make themselves available to discuss any
concerns with property owners
•Staff will prepare a final recommendation report after the property owner
consultation phase.
