Basic Services
BSUP: Basic Services to the Urban
Poor?
• JnNURM outcome: “All urban residents will
be able to obtain access to a basic level of
urban services.”
• The BSUP sub-mission: legal access to water,
electricity and sewerage.
• The JnNURM in Chennai - increasing access
to services under the UIG; constructing more
resettlement colonies.
Access to Water and Sanitation
• Per capita supply of water in Chennai: 75.8 –
133 lpcd
• 42,212 households (Census 2011)who depend on
572/714 public toilets in Chennai District
Slums and Resettlement Colonies
• Only 26% of 10, 79,414 slum dwellers had access
to safe drinking water within their premises. 71%
of the non-slum population had this facility (Census
2001).
• Also, more than a third of the households in the
surveyed slums had no latrines (Census 2001).
• In non-notified slums the number of persons
sharing a water tank/tap was found to be 620
• Residents of Kannagi Nagar and Semmenchery
receive only 20 lpcd (FLLRC and CRF fact finding report)

Problems with the Mission’s Approach
• Will these “un-served streets” be identified in
notified and non-notified slums?
• Will the project be restricted only to
constructing underground infrastructure? Or
will the urban poor also get connections to the
underground system?
• Resettlement colonies – pucca houses with
poor access to services.
JnNURM II:
• Will the JnNURM II address governance
issues?
• How will JnNURM II ensure that investment
in water and sewerage directly impacts the
urban poor?
