Gifted Education Program Funding.
In FY 2004 (school year 2003-2004), significant changes occurred that impacted gifted
education in Illinois.
1. Loss of categorical funding for gifted programs (~$19 million in FY 2003)
Funds were shifted to general state aid to increase the foundation level available to all
districts. State aid funds may be used at the discretion of local districts, including
maintenance of gifted programs.
2.
Oversight of gifted education programs transitioned from state to local
administration
The gifted education legislation and the associated rules were repealed resulting in the
following:
Comprehensive Gifted Education Plans are no longer reviewed/approved by the state agency;
Components of gifted programming such as student identification, provision of services and
professional preparation of teachers are now determined by local school districts;
No annual statewide gifted data is collected by ISBE;
The state no longer has authority to require districts to hire teachers who have completed the Gifted
Institute or college coursework prior to employment;
Gifted Institutes are conducted voluntarily by some Regional Offices of Education; and
The Gifted Advisory Council was abolished.

Definition of Gifted
Gifted and talented children means children
and youth with outstanding talent who perform
or show the potential for performing at
remarkably high levels of accomplishment when
compared with other children and and youth of
their age, experience, and environment. A child
shall be considered gifted and talented in any
area of aptitude, and, specifically, in language
arts and mathematics, by scoring in the top 5%
locally in that area of aptitude.
How do I identify gifted students?
Identification must include:
1. A minimum of 3 assessment measures
2. Priority emphasis on language art and mathematics
3. The definition of gifted and talented
4. Use assessment instruments sensitive to the inclusion of
underrepresented groups, including low-income, minority
and English language learners
5. Employ a process of identification that is of equal rigor in
each area of aptitude addressed by the program

6. Identification procedures that appropriately correspond
with the planned programs, curricula, and services
7. A decision-making process that is fair and equitable
8. A fair and impartial appeal process for parents/guardians
whose children are aggrieved by a decision of the LEA
regarding eligibility for participation must be in place
9. Procedures for annually informing the community about
the program and methods used for identification need to
be in place

10. Procedures for notifying parents or guardians of a child
about the decision affecting that child’s participation in
the program
11. A description of how gifted and talented children will be
grouped and instructed in language arts and math,
including curriculum modifications and options that
accelerate and add depth and complexity must be
available
12. How the program emphasizes higher-level skills
attainment, including problem-solving, critical thinking,
creative thinking and research skills as embedded within
relevant content areas
Identification
13. A methodology for measuring academic growth and a
procedure for communicating the child’s progress to
parents/guardians
14. The collection of data on performance outcomes for
children in the gifted program and a report to ISBE of the
data.
15. Designation of a building-level supervisor responsible
for overseeing the educational program
16. A showing that the certified teachers who assigned
gifted students are qualified to address the educational
needs of the gifted children
17. A plan for continuation of professional development.
New legislation
When sufficient State funding is expected to be
available to support local programs of gifted
education, the State Superintendent of Education
shall issue a Request for Proposals (RFP). To be
considered for funding, an eligible entity shall
submit for approval by the State Superintendent a
plan for its program that incorporates all the
elements required by Section 14A-30 of the
School Code and meets the specific requirements
of this subsection (a).
What is the role of ISBE
ISBE must designate a staff person who
shall be in charge of educational programs
for gifted and talented children.
Subject to the availability of funds, ISBE may perform a
variety of additional administrative functions.
Gifted Advisory Council
A Gifted Advisory Council of 7 members was
appointed by the State Superintendent of
Education.
The State Board of Education seeks advice of the
Council regarding all rules and policies to be
adopted by ISBE relating to the education of
gifted and talented children.
Grants for Gifted
Grants for services and materials are subject to
availability of categorical grant funding. A
request-for-proposal process shall be used in
awarding grants for services and material, with
carry over to the next fiscal year.
Upon receipt, ISBE shall evaluate the proposals
and award grants to the extent funding is
available. Programs may be offered during the
regular school term and may include optional
summer programs.
Rule making
The State Board of Education shall have the
authority to adopt all rules necessary to
implement and regulate the provision of
this Article.
The Gifted Advisory Council has proposed
rules pertaining to gifted legislation. They
were written Spring 2006 and open for
comment and now are in the process of
being refined.
What would be helpful to prepare for
funding?
To prepare your district consider a plan that includes:
•Identification procedures that consider
underrepresented populations
•Fair and equitable decision-making
• Ways to inform the public
•Programs that are aligned with the identification process
•Curriculum that is includes rigor in relevant content
areas
•Collection of data to measure growth
•Hiring highly qualified teachers
•Planning for continual professional development.
