Impact Assessment of NREGA in Bankura and Purba-Medinipur Districts of West Bengal Prof. P.B.S. Bhadoria Dr. P.K. Bhowmick Dr. A. Mishra Rural Development Centre Indian Institute of Technology, Kharagpur Kharagpur (W.B.) – 721302 Sources of Information A questionnaire covering various was issues developed pertaining by to NREGA. The related information was collected by interviewing village workers on completed and ongoing worksites. On-Going Work GP2 Block-2 GP3 GP4 GP5 Averaged: Work Completed Averaged: On-Going Work GP6 GP7 GP8 Salient Findings Level of Awareness About 80-90% Villagers are aware about the NREGA in both the districts. This was primarily due to the effectiveness of Panchayats system for awareness of NREGA campaigns. Job Cards The job cards are issued within 15 days (50%) to 30 days (45%) in Bankura district. In Purba Medinipur, within 15 days, much of the demand for job cards are materialized. The custody of job cards by job seekers is better in completed projects. Employment Irrespective of worksites, women participation is more than the men folk. About 60-70% villagers agree that wage employment is done by reading muster roll in Bankura. This figure Medinipur. is 90 to 100% in Purba About 40-50% daily wage earners get the job for a period of 8-14 days. Payment Mode of wage payment is mainly through post office in Bankura. However in Purba Medinipur, payment is mainly through bank. Women folk get the wages at par with the male workers. Most of the workers (75-80%) received their payments within a week. Distance to worksites is within 1-2 km for Bakura and 1-5 km in Purba Medinapore. Facilities Only 15-20% wage earners are satisfied with facilities at the worksites. Providing child care facility would encourage more women participation. Special Observations Bankura The same job card without any photograph is being used by different members of a family. In Ranibandh block, job cards are given to registered only, but most of them are without photographs. Bankura (contd…) Bankura district is unable to meet the demand of job cards All the job cards holder are not turning up for work. The job cards (like ration cards) are being kept as necessary documents for future needs. Purba Medinipur In Ramnagar-I Block the demand for the job cards is less as villagers are receiving higher wages. Ratio of man to material may be changed for the Panskura I. The villagers want better road connectivity particularly during the rainy season. Occurrence of floods is very frequent here. Suggestions BPL families should get the first priority in getting Job Cards. Gov. of India direct the GPO for opening the “0” balance accounts at all post offices. Need based planning of NREGA projects may be initiated at the local level and should become a part of NREGA. Common and universal recommendations may not be given for all the villages. Expansion of Areas These NREGA projects should be made a composite part of a village/regional plan, put forward by the local community. It should also include educational resources like schools mainly for the benefit of children of BPL families. Expansion of Areas (contd…) NREGA project should extend its funding to productive sectors, along with re-inventing biodiversity. Job-card holders be insured to cover health-related risks. Loans should cheaper rates. be extended to BPL families at Land-reforms should be continuously re-visited for efficiency and enforced. Minimum wage act should be implemented. Ombudsman Tribunal A separate tribunal should be set up to seek complaints about implementation of NREGA projects in the State. The tribunal after soliciting complaints could setup district level committees for completing the judicial process. Funding of NREGA Project There is hardly any doubt regarding the humanness of NREGA project in eradicating poverty. Hence the allocation of funding to NREGA may be enhanced. Instead of investing in ailing or sick banking establishments, the government may concentrate more on investing in NREGA.
