• 2003: Maine DOC was asked to address concerns
regarding the telephone services provided to
prisoners/residents
• Summary of Concerns:
– Rates are too high
– Not taking advantage of telecommunications trends:
• Fixed-priced prepaid calling across the U.S.
• Shorter telecom provider contract periods
– Major inmate phone system components are too tightly
integrated:
