It is the means to achieve the goals of a project. is the person who manages an organization or business is the person who controls the business affairs within the organization 10 roles of a manager consults with others before making a decision is willing to delegate and take reasonable risks uses standards as guidelines but trusts subordinates to bypass norms in unusual situations and adjust accordingly without needing permission focuses on the way people work together uses mostly positive reinforcement (motivation, incentives) to maintain discipline encourages discussion and spends a lot of time listening to others takes decision without consulting others does not delegate responsibilities does not support the involvement of other staff or community in programme planning and implementation has no consideration for the community’s concerns does not focus on developing second-line leadership Programme management in TI is defined as: the management of available financial, human and material resources in order to o o o increase the coverage uptake of services and quality control for the reduction of HIV/AIDS among High Risk Groups. to control and reverse HIV/AIDS to increase the coverage and uptake of services like STI treatment to ensure 100% condom usage to improve referral services and develop linkages to improve access to health services They sign the MoU with SACS and implement TIs as per the MoU signed They recruit the staff and develop their capacities They develop the outreach plan depending upon the availability and timings of HRGs They provide services like condoms, STI treatment and clinical services to the community in accordance with OGs They ensure 100% condom usage and regular screening for STI & HIV They involve the community in the implementation of TI They are responsible for following the financial guidelines, procurement and monitoring system as per OGs They ensure timely submission of reports to SACS/TSU They liaise with DAPCU, local health authorities and other NGOs while implementing TI.
